Resumen
El presente trabajo de investigación tiene como objetivo presentar un proyecto de
innovación que permita hacer frente a la problemática sobre la ineficiencia en el sistema
disciplinario policial que brinda la Inspectoría General de la Policía Nacional del Perú
(IGPNP) entre el 2018 y el 2019 en la Oficina de Disciplina de la IGPNP de Tacna.
Cuando hablamos de “ineficiencia del sistema disciplinario policial”, nos estamos
refiriendo a las fallas que se presentan en los procesos que presta la OD IGPNP de
Tacna (como plan piloto) relacionados a los procedimientos de investigaciones
disciplinarias contra el personal policial, en donde ubicaremos las causas más
importantes que originan el problema. El capítulo uno, se caracteriza por la definición y
descripción del problema, se considera la redacción formal del mismo, precisándose su
respectivo marco conceptual y poniendo énfasis en la arquitectura del problema;
además se precisa el marco normativo e institucional relacionado al problema, citándose
a los respectivos actores como el ministerio del Interior, la PNP, la IGPNP, los órganos
de investigación de la IGPNP como son las Oficinas de Disciplina y las Inspectorías
Descentralizadas y además el ciudadano. En el capítulo dos, se desarrolla las causas
del problema. Para este proyecto de innovación se encontraron tres causas del
problema: Causa 1: Sobrecarga de informes y expedientes disciplinarios por
infracciones graves y muy graves, Causa 2: Limitada cantidad de personal de la Oficina
de Disciplina de Tacna capacitada y especializada y Causa 3: Condiciones laborales
inadecuada en la Oficina de Disciplina de Tacna. El capítulo tres, corresponde al diseño
del prototipo final de innovación, para ello, se desarrollaron los lineamientos
establecidos en la guía de proyectos de innovación con el fin de elaborar el prototipo
propuesto, previamente resolviendo interrogantes relacionadas a mejorar la
capacitación y especialización de los policías integrantes de la OD Tacna. Se plantea
un aplicativo Web y App para el programa de especialización y un módulo de
capacitación, en el cual los usuarios principales son el personal de oficiales y suboficiales asignados en esta oficina. El presupuesto será cubierto por el presupuesto
asignado de la Policía Nacional del Perú a través del MININTER, por intermedio de la
unidad ejecutora de la Escuela Nacional de Formación Profesional Policial (ENFPP
PNP), como lo establece el Decreto Legislativo 1291 como parte de las herramientas de
lucha contra la corrupción en el sector Interior. El capítulo cuatro, corresponde al análisis
de la deseabilidad, factibilidad y viabilidad del prototipo final de innovación, además
cuenta con las respectivas Conclusiones y Recomendaciones.
The objective of this research work is to present an innovation project that allows dealing with the problem of inefficiency in the police disciplinary system provided by the General Inspectorate of the National Police (IGNP) between 2018 and 2019 in the Office of Discipline of the IGPNP of Tacna. Chapter one is characterized by the definition and description of the problem, its formal writing is considered, specifying its respective conceptual framework and emphasizing the architecture of the problem; In addition, the regulatory and institutional framework related to the problem is specified, citing the respective actors such as the Ministry of the Interior, the PNP, the IGPNP, the investigative bodies of the IGPNP such as the Disciplinary Offices and the Decentralized Inspectorates and also the citizen. . In chapter two, the causes of the problem are developed. For this innovation project, three causes of the problem were found: Cause 1: Overload of reports and disciplinary files for serious and very serious infractions, Cause 2: Limited number of trained and specialized personnel from the Tacna Disciplinary Office and Cause 3: Conditions inadequate working conditions in the Tacna Disciplinary Office. Chapter three corresponds to the design of the final prototype of innovation, for this, the guidelines established in the innovation project guide were developed in order to elaborate the proposed prototype, previously solving questions related to improving the training and specialization of police officers. members of the OD Tacna.
