Resumen
La presente investigación titulada: “Plan Estratégico del distrito de Surquillo”, hace
un breve diagnóstico del distrito, haciendo hincapié en los potenciales sectores que
contribuirán al crecimiento económico; como es el sector inmobiliario, de servicios y de
comercio, principalmente. También resalta como ventaja competitiva la ubicación estratégica,
ya que cuenta con vecinos de alto poder adquisitivo, quienes son los principales agentes
económicos de desarrollo.
En función a lo indicado, los principales objetivos a largo plazo de este plan que
hemos propuesto son: a) Reducir el porcentaje de victimización del distrito de 27.4% (puesto
16 de los distritos más seguros) a 17.0% (índice de los distritos más seguros de Lima
metropolitana) (INEI,2018f) al año 2031, b) Incrementar el Índice de Desarrollo Humano
(IDH) del distrito de valor 0.7363 (puesto 14 de Lima metropolitana) a un valor superior a
0.80 (distrito con mayor IDH de Lima Metropolitana, c) Incrementar la producción del
distrito de Surquillo de 10 millones a 15 millones al 2031, d) Dejar de ser una de las 15 islas
de Calor de Lima Metropolitana para el 2031, e) Reducir el índice de Necesidades Básicas
Insatisfechas promedio en el distrito de 6.7% (grupo robusto 25) a 0.25 % (grupo robusto
32) en el 2031 y f) Mejorar en el ranking de transparencia estándar de la gestión municipal al
2031, pasando de “bien” en el año 2016 a “Muy bien” en el 2021 y para el 2031 a “perfecto”.
De igual manera; el Plan Estratégico presenta solución a los principales problemas
del distrito que están relacionados con salud, seguridad ciudadana, transformación de las
microempresas a gran y mediana empresa, transparencia y mayores recaudaciones los
siguientes años. Tal es así que se toma como base doce estrategias que cumplen con las pautas y
lineamientos en cada tipo de matriz (matriz FODA, PEYEA, BCG, IE, GE, MD, CPE, MR y
la matriz de ética); y estas son: implementar un plan de desarrollo concertado alineado al plan
de Lima Metropolitana a largo plazo, desarrollo de programas para la creación de nuevos
nichos de mercado empleando mano de obra local, atraer inversiones privadas en
infraestructura del distrito, desarrollar potenciales proyectos empresariales en el distrito
atrayendo la inversión privada, aumentar la inversión en los rubros de ferreterías, bazares,
bodegas y comercio automotriz; formalización laboral del sector comercio mediante la
reubicación y concentración; atraer la inversión en el mercado inmobiliario, incentivar la
densificación, el uso mixto de suelo y la movlilidad sostenible interdistrital para atraer el
consumo y gasto público, implementar nuevas tecnologías para expandir las zonas de
esparcimiento y áreas verdes, reducir la delincuencia mediante rondas frecuentes de
serenazgos a las zonas más vulnerables y propensas a robos en el distrito, disponer de mayor
número de serenazgos para que patrullen las calles de forma frecuente en el distrito y
establecer políticas y facilidades para potenciar el comercio de ferreterías y automotrices en
el distrito.
The present investigation entitled: "The Strategic Plan of the district of Surquillo", makes a brief diagnosis of the district, with an emphasis on the potential sectors which will contribute to economic growth, as is the real estate sector and trade, mainly and services. It also highlights how competitive advantage the strategic location, since it counts with high purchasing power, who are the main economic agents of development. According to the above, the main long -term objectives of this plan we have proposed are: a) Reduce the district victimization percentage from 27.4% (16th place in the safest districts) to 17.0% (index of the safest districts in Lima, Metropolitan) (INEI, 2018f) to the year 2030, b) Increase the index of Human Development (HDI) of the district of value 0.7363 (14th place in Lima Metropolitan) to a value greater than 0.80 (district with the highest HDI in Metropolitan Lima, c) Increase the production of the district of Surquillo from 10 million to 15 million at 2030, ) Stop being one of the 15 heat islands of Metropolitan Lima by 2030, e) Reduce the average Unsatisfied Basic Needs index in the district from 6.7% (robust group 25) to 0.25% (robust group 32) in 2031 and f) improve in the standard transparency ranking of municipal management to 2031, going from "good" in 2016 to "Very good" in 2021 and for 2031 to “perfect”. In the same way the Strategic Plan presents a solution to the main problems of the district that are related to health, safety, transformation of the micro to large and mediumsized enterprises, transparency and greater collections the following years. So much so that on the basis of twelve strategies that comply with the guidelines and directives in each type of array (matrix SWOT, PEYEA, BCG, IE, GE, MD, CPE, MR and the array of ethics), and these are: implement a concerted development plan aligned to the plan of Metropolitan Lima in the long term, development of programs for the creation of new market niches using local labor, attracting private investment in infrastructure of the district, to increase investment in the areas of hardware shops, bazaars, wineries and automotive trade, develop potential business projects in the district by attracting private investment, labor formalization of the trade sector by the relocation, to attract investment in the The real estate market, encourage densification, mixed land use and interdistrict sustainable mobility to attract consumption and public spending, implementing new technologies to expand the recreational areas and green areas, reduce crime through frequent rounds of the municipal police in the areas most vulnerable and prone to theft in the district, have greater number of police officers to patrol the streets of frequently in the district and establish policies and facilities for enhancing trade in hardware stores and automotive in the district.
