Limitadas acciones de investigación por sustracción de vehículos y sus efectos por personal PNP de la DIVPIRV-PNP - LIMA

Abstract
En los últimos años, uno de los delitos que mayor índice de crecimiento
ha tenido es la sustracción de vehículos (robo, hurto y receptación de vehículos
y autopartes), perpetrado por bandas y organizaciones criminales, pese a los
grandes esfuerzos que realiza el Estado Peruano a través del Departamento de
Investigación de robo de vehículos de Lima Centro de la DIVPIRV-PNP.
Estos hechos delictuosos, en el periodo 2018-2020, generaron un alto
número de denuncias y estos a su vez ameritaron investigaciones preliminares
a cargo de la dependencia policial indicada; sin embargo, estas investigaciones
en más de un 50% aprox., fueron devueltas por el Ministerio Público porque no
cumplen con los presupuestos exigidos por el Nuevo Código Procesal Penal que
permitan formalizar la investigación preparatoria y promover la acción penal.
Por lo tanto, se ha identificado el problema central como, “Limitadas
acciones de investigación de sustracción de vehículos y sus efectos, por
personal de la DIVPIRV-PNP Lima, durante el periodo 2018-2020”, y como
causas que la originan; a) la limitada capacidad cognitiva del personal PNP; b)
el deficiente proceso de investigación y c) la deficiente coordinación y articulación
interinstitucional. Cabe señalar que el proyecto se ha delimitado al ámbito del
departamento de Investigación de Robo de Vehículos de Lima Centro
dependiente de la DIVPIRV.
Ante el problema identificado, el proyecto de innovación;
“Implementacióndel Área de Control de Calidad, con dos equipos de control de
calidad y una plataforma informática”, pretende que, las investigaciones
realizadas por el Departamento de Investigaciones de robo de vehículos de Lima
Centro de la DIVPIRV-PNP., sean eficientes y permitan disminuir
progresivamente el alto porcentaje de investigaciones devueltas por el Fiscal y
al mismo tiempo, le permita formalizar la investigación preparatoria e impulsar la
acción penal.

These criminal acts, in the period 2018-2020, generated a high number of complaints and these in turn merited preliminary investigations by the indicated police agency; however, more than 50% of these investigations were returned by the Public Ministry because they do not comply with the budgets required by the New Code of Criminal Procedure that allow formalizing the preliminary investigation and promoting criminal action. Therefore, the central problem has been identified as, "Limited vehicle theft investigation actions by DIVPIRV-PNP Lima personnel, during the 2018-2020 period", and as causes that originate it; a) the limited cognitive capacity of PNP personnel; b) the deficient investigation process and c) the deficient coordination and inter-institutional articulation. Faced with the identified problem, the innovation project; "Implementation of the Quality Control Area, with two quality control teams and a computer platform", intends that the investigations carried out by the DIVPIRV-PNP Vehicle Theft Investigations Department of Lima Centro, be efficient and allow to progressively reduce the high percentage of investigations returned by the Prosecutor and, at the same time, allow him to formalize the preparatory investigation and promote criminal action.
