Facilitadores y limitantes para el funcionamiento del Consejo Consultivo de Niños y Niñas de la Municipalidad de Lima, gestión 2019

Abstract

El presente estudio tiene como objetivo conocer los elementos facilitadores y limitantes para el funcionamiento del Consejo de Niños y Niñas de la Municipalidad de Lima, Gestión 2019. Este examina el conocimiento de lo funcionarios de dicho gobierno local sobre este importante espacio de participación y las adaptaciones metodológicas para el acompañamiento a los niños y niñas consejeros con el fin de conocer cómo las opiniones y/o consejos de los niños y niñas son incorporados en la gestión municipal. Esta investigación es de carácter descriptivo y se ha desarrollado utilizando métodos vinculados al enfoque cualitativo, lo cual permite sustentar los resultados con el análisis de la información recopilada a través de entrevistas a profundidad, semi estructuradas, fichas de observación directa, fotografías y revisión documentaria; también se ha incorporado información teórica que recoge información y debates sobre el tema. Los hallazgos en torno a las preguntas centrales de la investigación permiten determinar que existe un alto nivel de conocimiento, de enfoques y compromiso del responsable del funcionamiento del Consejo Consultivo de Niños y Niñas, facilitando el funcionamiento de este espacio de participación. Un segundo facilitador para el funcionamiento de este espacio son las adaptaciones metodológicas y culturales para el proceso de formación y acompañamiento a los niños y niñas consejeros, lo que permite que los involucrados se sientan cómodos y motivados a participar. El tercer facilitador es el compromiso de los padres y madres, puesto que son ellos los que movilizan a los niños y niñas a las diferentes actividades que programan. Finalmente, el cuarto facilitador lo constituye la apertura y valoración positiva de los funcionarios para incorporar la opinión de los niños y niñas. La voluntad política es un facilitador importante, la falta de ella se puede convertir en una relevante limitante para el funcionamiento del Consejo Consultivo. Asimismo, se constató que el Consejo Consultivo de Niño y Niñas no dispone de una partida especial en el presupuesto edil, a pesar de que este es un elemento considerado importante para el funcionamiento de cualquier espacio participativo; aun así, esto no es considerado un factor que afecte las acciones del Consejo Consultivo de Niños y Niñas de la Municipalidad de Lima.

This study aims to know the facilitating and limiting elements for the functioning of the Council of Boys and Girls of the Municipality of Lima, Management 2019. It examines the knowledge of the officials of the local government on this important space for participation and the methodological adaptations for the accompaniment of the boys and girls counselors in order to know how the opinions and/or advice of the boys and girls are incorporated into municipal management. This research is descriptive in nature and has been developed using methods linked to the qualitative approach, which allows supporting the results with the analysis of the information collected through in-depth and semi-structured interviews, direct observation forms, photographs and documentary review. Theoretical information that collects information and debates on this subject has also been incorporated. The findings around the central questions of the research allow to determine that there is a high level of knowledge, approaches and commitment of the person in charge of the operation of the Advisory Council of Boys and Girls, which facilitates the operation of this space for participation. A second facilitator for the operation of this space is the methodological and cultural adaptations for the training process and accompaniment of the boys’ and girls’ counselors, which allows those involved to feel comfortable and motivated to participate. The third facilitator is the commitment of the parents, since they are the ones who mobilize the boys and girls to the different activities they program. Finally, the fourth facilitator is the opening and positive assessment of the officials to incorporate the opinion of the children. Political will is an important facilitator, the lack of it can become a relevant limitation for the functioning of the Advisory Council. Likewise, it was found that the Advisory Council for Boys and Girls does not have a special item in the council's budget, despite the fact that this is an element considered important for the functioning of any participatory space; even so, this is not considered a factor that affects the actions of the Boys and Girls Advisory Council of the Municipality of Lima.
