El funcionamiento organizacional del Consejo Regional de Ciencia, Innovación Tecnológica e Investigación- CORECITI de Cajamarca, como promotor de la política regional de ciencia, tecnología e innovación

Abstract

La presente investigación titulada El funcionamiento organizacional del Consejo Regional de Ciencia, Innovación Tecnológica e Investigación- CORECITI de Cajamarca, como promotor de la política de Ciencia, Tecnología e Innovación, se justifica en el campo de la Gerencia Social porque establece la relación entre la gerencia de un espacio dedicado a la Ciencia, Tecnología e Innovación-CTI con la política regional vigente durante dos gobiernos regionales (desde 2007 hasta 2014). Es un aporte al campo de la gerencia social en la medida que sus resultados ayuden al mejoramiento del modelo CORECITI y por ende la promoción de la CTI en Cajamarca. Tiene por objetivo principal, analizar el funcionamiento organizacional desde un enfoque de sistema, entendiendo que a partir de su estructura, actores sociales, procesos e interacciones CORECITI existe una repercusión positiva en la política de CTI. La metodología empleada es cualitativa y por conveniencia basada en el recojo de fuentes secundarias y primarias. Los resultados obtenidos en la investigación, muestran eficiencia en la implementación de la política de CTI, especialmente desde la Secretaria Técnica, pese a las grandes limitantes de recursos humanos y económicos que presentan las instancias del CORECITI.The present investigation titled The organizational functioning of the Regional Council of Science, Technological Innovation and Research-CORECITI of Cajamarca, as a promoter of the policy of Science, Technology and Innovation, is justified in the field of Social Management because it establishes the relationship between management of a space dedicated to Science, Technology and Innovation-CTI with the current regional policy during two regional governments (from 2007 to 2014). It is a contribution to the field of social management to the extent that its results help to improve the CORECITI model and therefore the promotion of the CTI in Cajamarca. Its main objective is to analyze the organizational functioning from a system approach, understanding that from its structure, social actors, processes and interactions CORECITI there is a positive impact on the STI policy. The methodology used is qualitative and for convenience based on the collection of secondary and primary sources. The results obtained in the investigation show efficiency in the implementation of the STI policy, especially from the Technical Secretariat, despite the great limitations of human and economic resources presented by the CORECITI instances.
