Resumen
El trabajo de investigación que se presenta a continuación, tiene como objetivo
analizar la diferencia entre los plazos y costos reales en relación al indicado en las normas de
cada institución para el desarrollo de un negocio en la ciudad de Andahuaylas, así como el
cálculo de índices estandarizados mediante la metodología Doing Bussines con el fin de
poder facilitar su comparación con otras ciudades. La metodología toma en cuenta cinco
pilares, apertura de una empresa, permisos de construcción, obtención de electricidad,
Registro de propiedad, Cumplimiento de contratos.
Para el estudio se llevaron a cabo entrevistas estandarizadas basadas en la
Metodología Doing Bussines del Banco Mundial, las cuales se realizaron a diferentes
profesionales e instituciones tanto públicas como privadas relacionadas a las diferentes etapas
por las que pasa un negocio durante su desarrollo. El enfoque que se le dio al estudio es
cuantitativo, mediante las herramientas Distancia a la Frontera (DAF) y los índices de
calidad, con estas dos herramientas se miden numéricamente la facilidad para hacer negocios.
Los resultados obtenidos muestran fuertes diferencias, en los pilares de Apertura de
una Empresa, Obtención de Permisos de Construcción y Cumplimiento de contratos, los
resultados de los otros dos pilares Obtención de Electricidad y Registro de Propiedad
muestran resultados muy cercanos a la norma, teniendo en cuenta los índices de calidad, el
registro de propiedad muestra buenas practicas derivadas de su reforma, el pilar que tiene
mayores posibilidades de mejora es el de Apertura de una Empresa que es aún muy engorroso
y costoso en relación con la ciudades con las que se hizo la comparación.
Para la mejora de los procesos se identificar posibles reformas basadas en: la
modernización de los sistemas y el uso de herramientas tecnológicas, también se recomienda
el uso de los índices de calidad a fin de no eliminar procesos clave para aumentar la posición
de la ciudad en el ranking del Doing Business
