Resumen
El presente proyecto de innovación denominado Sistema de Reporte de
Prevención de Accidentes SIRPAC, el cual es una herramienta tecnológica para
enfrentar la deficiente gestión de información, que no permiten dar a conocer
oportunamente las situaciones de peligros potenciales de accidentes e incidentes en la
FAP durante el 2019. Este consiste en el desarrollo de un aplicativo móvil que mejore el
sistema de reportes de prevención de accidentes que actualmente tiene la FAP,
permitiendo acceder inmediatamente a ellos como medio de comunicación efectiva para
informar las acciones y/u omisiones que atenten con la vida humana y el deterioro del
material asignado a la Fuerza Aérea del Perú (FAP) mediante una participación activa,
rápida y oportuna del personal militar y civil que laboran en las diversas Unidades de la
FAP.
Para la realización de este proyecto de investigación aplicada que se inicia con el
análisis científico del problema (deficiente gestión en la información sobre los peligros
potenciales de accidentes e incidentes en la Dirección de Prevención de Accidentes de
la FAP por parte de las unidades y dependencias a nivel nacional y de sus causas) se
propone la generación de nuevas ideas y se termina con el diseño de un prototipo de
alta resolución denominado SIRPAC que enfrenta al desafío de innovación identificado.
El objetivo de este trabajo de investigación buscó integrar, sintetizar y aplicar los
conocimientos, habilidades y perspectivas propias del rigor científico, para abordar un
problema real del sector público como es el deterioro de la imagen institucional de la
FAP a través de las lesiones del personal y la pérdida o daño al material propio, por la
falta de prevención en la ocurrencia de accidentes e incidentes, cuyo efecto es la pérdida
de confianza en la institución - Estado.
En el primer capítulo, se define y describe el problema público, analizando el
marco conceptual, la arquitectura del problema y el marco institucional relacionado con
el problema. En el segundo capítulo, se analiza las diferentes causas que generan el
problema. En el tercer capítulo, se propone el diseño del prototipo incluyendo las
experiencias, el concepto final de la innovación, la descripción del prototipo y su proceso
de desarrollo y finalmente, en el cuarto capítulo, se desarrolla el análisis de deseabilidad,
factibilidad y viabilidad del prototipo.
This innovation project called the SIRPAC Accident Prevention Reporting System, which is a technological tool to deal with the deficient management of information, which does not allow the situations of potential danger of accidents and incidents in the FAP to be timely disclosed during the FAP, 2019. This consists of the development of a mobile application that improves the accident prevention reporting system that the FAP currently has, allowing immediate access to them as an effective means of communication to inform the actions and / or omissions that threaten life human and the deterioration of the material assigned to the Peruvian Air Force (FAP) through an active, rapid and timely participation of military and civilian personnel working in the various Units of the FAP. For the realization of this applied research project that begins with the scientific analysis of the problem (poor management in the information on the potential dangers of accidents and incidents in the Directorate of Accident Prevention of the FAP by the units and dependencies to national level and its causes) the generation of new ideas is proposed and it ends with the design of a high-resolution prototype called SIRPAC that faces the innovation challenge identified. The objective of this research work sought to integrate, synthesize and apply the knowledge, skills and perspectives of scientific rigor, to address a real problem of the public sector such as the deterioration of the institutional image of the FAP through personal injuries and the loss or damage to the material itself, due to the lack of prevention in the occurrence of accidents and incidents, whose effect is the loss of confidence in the institution - State. In the first chapter, the public problem is defined and described, analyzing the conceptual framework, the architecture of the problem and the institutional framework related to the problem. In the second chapter, the different causes that generate the problem are analyzed. In the third chapter, the prototype design is proposed including the experiences, the final concept of the innovation, the description of the prototype and its development process and finally, in the fourth chapter, the analysis of desirability, feasibility and feasibility of the prototype.
