Resumen
La provincia de Picota se ubica dentro de la región de San Martín, con un área de
2,171.41 Km2. Fundada en el 29 de noviembre de 1984, Picota tiene una población de 44,533
personas, de las cuales el 73% habita en las zonas urbanas. La pobreza en los diez distritos de
Picota es imperante, donde los servicios básicos para el desarrollo humano son deficientes,
como: la infraestructura educativa, de salud, transporte y otros servicios básicos (agua,
desagüe, energía), y red vial. Por lo anterior, resulta necesaria la implementación de un plan
estratégico de desarrollo sostenible en la provincia.
El presente plan estratégico tiene como objetivo identificar y plasmar la visión de la
provincia de Picota en la región San Martín para el periodo 2018-2030, que se basa en el
desarrollo sostenible enfocado en: la producción, el turismo, calidad de vida, nivel de
educación y reducción del desempleo principalmente en los jóvenes, a través de la
planificación, innovación y tecnología como base del crecimiento económico.
Se ha desarrollado análisis como el PESTE y el AMOHFIT, los cuales ha permitido
identificar amenazas y oportunidades, y fortalezas y debilidades, respectivamente, que ha
servido para plantear los Objetivos de Largo Plazo. La metodología aplicada ha sido basada
en la propuesta del proceso estratégico del doctor D’Alessio (2015).
Como resultado del proceso, se busca posicionar a la provincia Picota como la más
importante de su región al 2030, apoyada en el desarrollo sostenible, desarrollando de manera
intensiva sus clústeres productivos como el café, la ganadería y el cacao con el apoyo de la
innovación y tecnología, y poner en vitrina mundial la riqueza turística de la provincia
The province of Picota is located within the center of San Martin region, with an area of 2,171.41 km2. Picota was founded on November 29, 1984. It has a population of 44,533 people, 73% of which are living in urban areas. Poverty is a common problem within the ten districts that conform Picota, where basic services for human development are deficient, such as: educational, health, transportation infrastructure and other basic services (water, drainage, energy), and roads. Therefore, it is necessary to implement a strategic plan for sustainable development in the province. The strategic plan aims to identify and capture the vision of the province of Picota for the period 2018-2030, which is based on sustainable development focused on: production, tourism, quality of life, level of education and reduction of unemployment rates mainly in young people, through planning, innovation and technology. PESTE and AMOHFIT analysis have been developed, which has allowed to identify threats and opportunities, and strengths and weaknesses, respectively, from which the longterm objectives have been established. The methodology has been based on the proposal of the strategic process of doctor D'Alessio (2015). As a result of the process, we look forward to positioning the province of Picota as one of the most important of the region in 2030, supported by sustainable development, while intensively developing its productive clusters such as coffee, livestock, cocoa with the support of innovation and technology, and putting the province natural wealth as a touristic hub of the region
