Resumen
Para el desarrollo y sostenibilidad de la defensa nacional y el aprovechamiento del
Mar de Grau, es imprescindible la existencia de una organización potenciada con capital
tecnológico y humano sostenible con el medio ambiente. Razón por la cual se toma la
decisión de realizar el planeamiento estratégico de SIMA-Callao, luego de llevar a cabo una
investigación y estudio a profundidad de dicha organización.
SIMA-Callao es una empresa estatal de derecho privado que fue creada con la misión
de efectuar el mantenimiento, modernización, diseño y construcción de buques para la
Marina de Guerra del Perú. Con el pasar de los años y ante la necesidad de buscar nuevas
fuentes de ingreso, la organización ha logrado expandirse y atender a empresas privadas tanto
nacionales como internacionales, a las que actualmente brinda todos sus servicios. A la fecha,
también ha incursionado en el sector metalmecánico.
En los años setenta, SIMA-Callao era el astillero más reconocido de la región, lo que
se logró gracias a la ayuda de los gobiernos de turno que se encargaron de la construcción de
diversos buques de alto bordo. Esto ayudó a la organización a tener un desarrollo superior en
infraestructura y tecnología para la época. No obstante; en los años siguientes, la falta de
políticas en el sector defensa mellaron el desempeño de SIMA-Callao, lo que ha ocasionado
su desposicionamiento como líder de la región occidental de Sudamérica y el estancamiento
prolongado de sus operaciones de construcción de alto bordo.
Sin embargo, esa industria ha sido beneficiada en el último quinquenio presidencial.
Las recomendaciones presentadas soportan la misión definida, permitiendo alcanzar la visión
trazada a través los seis OLP planteados y las 13 estrategias retenidas. Todo ello ha sido
medido a través del BSC, con la finalidad de reposicionar a SIMA-Callao como líder de la
región occidental de Sudamérica.
The existence of an empowered organization with sustainable technology and human capital towards the environment is essential for the development and sustainability of national defense and the use of the Sea of Grau. This is the reason why it has been decided to develop the Strategic Planning of the Industrial Services of the Peruvian Navy: SIMA-Callao. This has been done after conducting an investigation and in-depth study of the organization. SIMA-Callao is a state-owned company under private law that was created with the mission of perform maintenance, modernization, design and construction of ships for the Peruvian navy. With the pass of the years and because of the necessity of obtain more revenues, this organization expanded their services to attend private companies, both national and international ones. Additionally, it performs metalworking activities. On the seventies SIMA-Callao was the best shipyard of the region, this thanks to the support of the past governments who commissioned the construction of several large ships that helped this organization to develop the best infrastructure and technology of that time. In the following years the lack of policies in the defense sector nicked the performance of this organization which has caused its misplacement as the leader of the region and the prolonged stagnation of its large vessels „shipbuilding operations. However the industry has been benefited in the last five years of government. The recommendations presented support the defined mission, allowing achieving the vision drawn through six long-term objectives OLP raised, and 13 strategies retained. All measured through the BSC, in order to reposition SIMA-Callao as leader of the western region of South America.
