Resumen
El plan estratégico para la provincia de San Martín contempla el análisis de su situación
actual, el contexto externo global y nacional, y el contexto interno que muestra la situación
económica, política y social de la provincia. Asimismo, su objetivo consiste en establecer las
estrategias que permitan un crecimiento sostenible en beneficio de su población. Por ello, la
decisión y la elección de los mecanismos y estrategias son condicionadas por la evaluación de
los factores externos que permiten aprovechar las oportunidades y menguar las amenazas
detectadas. Además, el crecimiento y el desarrollo sostenible de la provincia se lograrán a
través del impulso que se le dé al sector turismo con el apoyo de los sectores público y
privado, alineados con la misión y la visión establecidas en el presente plan. Por otro lado, se
considera que la provincia de San Martín cuenta con buenos niveles de competitividad en
relación con la región, los cuales pueden aprovecharse para impulsar el turismo y colocarlo
como eje principal de los ingresos de la provincia. Por tanto, se torna necesario el presente
proyecto, y para desarrollarlo se empleó el modelo de planeamiento estratégico presentado
por el profesor Fernando D’Alessio, mediante el cual se realiza el análisis de la situación
actual, y la evaluación externa e interna de la provincia de San Martín, orientada a la visión
proyectada al año 2030, involucrando siete objetivos de largo plazo (OLP), 9 estrategias
planteadas y 29 objetivos de corto plazo (OCP), así como 46 políticas de acción que permiten
a la provincia alcanzar la visión planteada. Finalmente, la provincia de San Martín tiene el
potencial para convertirse en una de las líderes de la región amazónica en el sector turismo a
un nivel internacional, beneficiando con ello a su población tanto en infraestructura como en
servicios básicos y en vías de transporte. Además, se incrementa el Índice de Desarrollo
Humano (IDH) y disminuye la tasa de pobreza, todo ello en el marco de un alto desarrollo
social, económico y ambiental
The strategic plan for the province of San Martín contemplates the analysis of the current situation of the province, the global and national external context, the internal context that shows the economic, political and social situation of the province. Likewise, its objective is to establish the strategies that allow a sustainable growth in the province for the benefit of its population. For this reason, the decision and the choice of the mechanisms and strategies are conditioned by the evaluation of the external factors that allow to seize the opportunities and to diminish the detected threats. In addition, the growth and sustainable development of the province will be achieved through the boost given to the tourism sector with the support of the public and private sectors, aligned with the mission and vision established in this plan. On the other hand, it is considered that the province of San Martín has good levels of competitiveness in relation to those of other provinces in its region, which can be used to boost tourism and place it as the main axis of the province's income. Therefore, the present project is necessary, and to develop it was used the strategic planning model presented by Professor Fernando D’Alessio, through which the analysis of the current situation and the external and internal evaluation of the province of San Martín, oriented to the vision projected to the year 2030, involving seven Long-term Objectives (LTOs), 9 proposed strategies and 29 Short-term Objectives (STOs), as well as 46 action policies that allow the province to reach the vision. Finally, the province of San Martín has the potential to become one of the leaders of the Amazon region in the tourism sector at an international level, thereby benefiting its population in infrastructure, basic services and transportation. In addition, it increases the Human Development Index (HDI), and reduces the poverty rate, all within a framework of high social, economic and environmental development
