Facilitadores y limitantes del funcionamiento de los Consejos Consultivos de Niños, Niñas y Adolescentes para garantizar la participación infantil local en los distritos y la provincia de Ica, desde la visión de los actores sociales involucrados en el periodo 2019-2020

Resumen
La tesis tiene por objeto de estudio a los Consejos Consultivos de Niños, Niñas y
Adolescentes (CCONNA) implementados por los gobiernos locales de la provincia de
Ica durante el periodo del 2019 -2020. Esta investigación parte por conocer, describir y
analizar sobre el tipo de participación que se da a través de los CCONNA, para luego
identificar los factores que facilitan o limitan su implementación a nivel provincial y
distrital, y su impacto en el bienestar de la niñez y adolescencia.
El estudio es de tipo cualitativa, donde se aplicaron técnicas de recolección de
información como son las entrevistas a profundidad dirigidas a integrantes y
exintegrantes del CCONNA, funcionarios y/o servidores ediles, acompañantes técnicos
de los gobiernos locales; y la revisión y el análisis documental de las ordenanzas
municipales, informes y reportes de entidades estatales y no gubernamentales sobre el
tema en cuestión.
Los principales hallazgos y resultados del estudio evidencian que existen avances en la
implementación de los Consejos Consultivos en los gobiernos locales a través de la
institucionalización de este mecanismo de participación ciudadana, no obstante, se
observa también debilidad en el tipo de participación que se ejerce, puesto que el aporte
que realizan las niñas, niños y adolescentes en estos espacios no tienen impacto en
la toma decisiones para la aprobación y/o seguimiento de cumplimiento de las políticas
públicas, programas y proyecto que les atañe.
Entre los factores que facilitaron los avances en la implementación del CCONNA se
identificaron el acompañamiento técnico a los gobiernos locales y la voluntad política de
autoridades y funcionarios. Respecto a los limitantes de gestión, está relacionada con
el proceso de conformación de los CCONNA, la especialización de los acompañantes
técnicos, a la asignación de recursos, al acceso de información que oriente la ejecución
de la política pública y a su implicancia con la escuela y las familias.
El análisis realizado permite la reflexión crítica respecto a la gestión de la política pública
desde los propios actores involucrados. Las recomendaciones y la propuesta mejora
están orientadas a portar una implementación adecuada de los mecanismos de la
participación infantil orientados a la generación de valor social.
The thesis analyzes the child participation of the Advisory Councils for Boys, Girls and Adolescents (CCONNA) implemented by the local governments of the province of Ica during the period 2019-2020. This research starts by knowing, describing, and analyzing the level of participation, which occurs through the CCONNA, to then identify the factors that facilitate or limit the implementation of this public policy at the provincial and district level, and know its impact on the well-being of children and adolescents. The research is of a qualitative type, where information gathering techniques were applied, such as in-depth interviews to members and former members of the CCONNA, officials and/or public servants of local governments and technical companions of local governments, and the documentary review and analysis of council regulations, files and reports from governmental and non-governmental entities on the subject in question. The main findings and results of the study show that there is progress in the implementation of the Consultative Councils through institutionalization in local governments, however, there is evidence of weakness regarding the level of participation that is exercised in these spaces, due to the fact that The influence and impact of the participation of children and adolescents in public policies, programs and local projects approved for this sector are not visible. Among the factors that facilitated progress in the implementation of the CCONNA were technical support for local governments and the political will of authorities and officials. Regarding the management limitations, it is related to the process of forming the CCONNA, the specialization of the technical assistants, the allocation of resources, access to information that guides the implementation of public policy and to or with the school and families. The analysis carried out allows critical reflection regarding the management of public policy from the actors involved. The recommendations are aimed at carrying out an adequate implementation of child participation mechanisms aimed at generating social value.
