Resumen
El presente trabajo de investigación tiene por propósito identificar la facilidad para hacer
negocios en la ciudad de Lambayeque. Comprende la identificación de los trámites necesarios
para hacer o iniciar un negocio, y los costos y tiempos que estos implican.La metodología
utilizada para la investigación es la metodología Doing Business, desarrollada por el Banco
Mundial, que mide la forma en la cual las regulaciones gubernamentales fomentan la actividad
empresarial o la restringen. A nivel subnacional, en la ciudad de Lambayeque, se analizó las
regulaciones que afectan cinco etapas de la vida de una empresa: apertura de negocios, permisos
de construcción, obtención de electricidad, registro de propiedad y cumplimiento de contratos.
La conclusión principal del estudio es que los resultados de este permiten el
reconocimiento de las regulaciones que favorecen la actividad empresarial en la ciudad de
Lambayeque y aquellas que la restringen. Esta conclusión ha sido producto, por un lado, de la
determinación de las brechas existentes entre las regulaciones formales y su desempeño con la
realidad y, por otro lado, de un análisis comparativo entre los datos obtenidos en las ciudades de
Lambayeque y Lima, y los mejores resultados logrados desde las ciudades de España y
Colombia.
Asimismo, con la finalidad de propiciar una mayor facilidad para hacer negocios en la
ciudad de Lambayeque, el estudio propone una serie de recomendaciones orientadas,
principalmente, a la simplificación de los procesos relacionados a las cinco etapas de la vida de
una empresa, a través de un marco regulatorio adecuado a la implementación de medidas para el
acceso en línea a la información legal y regulatoria, y a la ejecución de trámites administrativos
en línea mediante la innovación y el uso intensivo de las tecnologías de la información
The objective of this research is to identify the facility for doing business in the city of Lambayeque. It includes the identification of the necessary procedures to do or commence a business, and the costs and times they imply. The methodology used for the research is the one developed by the World Bank named “Doing Business”, which measures the way in which regulations Promote business activity or restrict it. At the sub national level, in the city of Lambayeque, were analyzed the regulations that affect five stages of a company's life, such us opening of businesses, construction permits, obtaining electricity, registering property and contract compliance. The main conclusion of this study allow us to see the recognition of regulations that favor business activity in the city of Lambayeque and those that restrict it. This conclusion has been the product, on one hand, of determining the gaps between formal regulations and their performance with reality and, on the other hand, a comparative analysis of the data obtained in the cities of Lambayeque and Lima, and the best results achieved from the cities of Spain and Colombia. Likewise, in order to simplify doing business in the city of Lambayeque, the study proposes a series of recommendations aimed mainly at simplifying processes related to the five stages of a company's life through an appropriate regulatory framework to the implementation of measures for online access to legal and regulatory information, and the execution of online administrative procedures through innovation and the intensive use of information technology
