Resumen
El Perú es un país en desarrollo que ha presentado un crecimiento económico
sostenido durante la década del 2000. Sin embargo, a partir del 2011 el crecimiento de la
economía peruana se redujo como consecuencia de la desaceleración de la economía
mundial, en el año 2014 el PBI tuvo un crecimiento de 2.4%. En ese contexto la Región
Huánuco ha presentado durante la década del 2000 uno de los crecimientos más bajos de las
regiones del Perú en aspectos como:(a) índices de pobreza, (b) sector educación (c) calidad
de vida de las personas, (d) competitividad regional y (e) productividad. Sin embargo, a
partir del 2011 presenta una lenta mejoría según el Índice de Competitividad Regional del
Perú (ICRP) 2011-2014 de CENTRUM Católica.
En el presente plan estratégico se establece la situación actual de la Región Huánuco
a nivel país y del mundo. En base a ello, se identificaron las oportunidades que nos permiten
alcanzar un mayor grado de apertura comercial y de inversión. Así como las amenazas que
rodean nuestro entorno. Por ello, luego de indagar los recursos de la región se tiene que las
principales ventajas comparativas se encuentran en la actividad agrícola, ganadera, turismo y
energía hidráulica, las cuales se convertirán en industrias de competencia nacional e
internacional, sin dejar de lado, los problemas principales que tiene la región en materia de
educación, salud, infraestructura y saneamiento que son servicios básicos que no se pueden
abandonar.
En tal sentido, se plantea al 2025 que la Región Huánuco ocupe una de las diez
primeras posiciones del índice de competitividad regional del país y a través de ello permita
el desarrollo sostenido de su economía y de la calidad de vida de las personas.
Peru is a developing country which presented a supported economic growth during the decade of the year 2 000. Nevertheless, from 2 011 the Peruvian economy growth diminished as a consequence of the deceleration of the world economy, in the year 2014 the PIB has a growth of 2, 4 %. In this context Huánuco’s Region has presented during the decade of the year 2000, the lowest growth of all regions in Peru in the following aspects: poverty indexes, education sector, life quality of persons, regional competitiveness and productivity. Nevertheless from 2011 Huánuco’s Region presented a slow improvement according to Peru´s regional index of competitiveness (ICRP) 2011-2014 of CENTRUM Catholic University. The present strategic plan establishes the current situation of Huánuco’s Region at the level of the country and of the world. On the bases of this plan, several opportunities were identified that allowed to reach a major degree of commercial opening and investment, as well as the threats that surround our environment. After investigation, it has been outlined that the region has advantages in the agriculture sector, cattle activity, tourism and hydraulic power, which can transform in national and international industries, without ignoring the main issues the region has with regards to education, health, infrastructure, all basic services that cannot be abandoned. To this respect, it is believed that in 2025, Huánuco’s region will occupies one of the top ten position in the regional competitiveness index of Peru, which will support the development of the economy and the life quality of the persons leaving in the region.
