Los factores para la adaptación efectiva de políticas públicas en contextos de emergencia: Un estudio sobre la adaptación de los servicios del programa AURORA en el contexto COVID – 19

Abstract
La presente investigación estudia la adaptación del programa nacional
AURORA al contexto del COVID-19. En el contexto actual es sumamente necesario
investigar el tema de la efectividad y adaptación de políticas públicas a contextos de
emergencia. La hipótesis central de la presente tesis es que la adaptación del
programa nacional AURORA al COVID - 19 fue efectiva por la influencia de los
burócratas de la calle, la influencia de los burócratas intermedios y la influencia de la
capacidad de adaptación en base a experiencias pasadas. Sobre los burócratas de la
calle se plantea que los componentes determinantes son capacidad y conocimiento,
cultura burocrática y compromiso; y los mecanismos de coping utilizados que influyen
positivamente en la adaptación. Sobre los burócratas intermedios se plantea que los
componentes determinantes son su capacidad para coordinar con superiores, los
mecanismos de comunicación e información que se adoptan entre niveles; y el diseño
de la estrategia de adaptación lo que es esencial para una adaptación efectiva. Sobre
la influencia de experiencias de adaptaciones pasadas se plantea que los
aprendizajes que han adquirido en base a otras adaptaciones es un componente
central para lograr la adaptación efectiva al COVID -19. La conclusión principal de la
presente investigación es que para lograr los componentes de la adaptación de
programas públicos en contextos de emergencia es necesario la convergencia de la
serie de factores presentados, pero sobre todo es necesario un enfoque en el
componente humano, con énfasis en el compromiso y la cultura burocrática.
This research studies the adaptation of the national program AURORA to the context of COVID-19. In the current context, it is extremely necessary to investigate the effectiveness and adaptation of public policies to emergency contexts, especially to improve the experiences of users who depend on them. This thesis proposes that adaptation of the national program AURORA to COVID-19 was effective due to the influence of street bureaucrats, the influence of intermediate bureaucrats and the influence of adaptive capacity based on past experiences. About street bureaucrats, it is stated that it is capacity and knowledge, their bureaucratic culture and commitment; and the coping mechanisms used that positively influence adaptation. Regarding intermediate bureaucrats, it is suggested that it is their ability to coordinate with superiors, the communication and information mechanisms that are adopted between levels; and the design of the strategy of adaptation which is essential for an effective adaptation. Regarding the influence of past adaptation experiences, it is suggested that the learning that they have acquired based on other adaptations is a central component to achieve effective adaptation to COVID -19. The main conclusion of this research is that to achieve the components of the adaptation of public programs in emergency contexts, the convergence of the series of factors presented is necessary, but above all the human component is necessary, with emphasis on the commitment and bureaucratic culture.
