Resumen
El Plan Estratégico para el departamento de Boyacá tiene como objetivo primordial
establecer las estrategias que ayuden a alcanzar a largo plazo el desarrollo económico sostenible
del departamento. Realiza un análisis detallado que toma en cuenta la situación actual de este
dentro del análisis interno y externo que propuso D’Alessio (2015) a partir del cual se logra
determinar tanto las fortalezas y debilidades, como las oportunidades y amenazas que tiene.
Boyacá cuenta con una gran riqueza de recursos agropecuarios por la diversidad de pisos
térmicos que posee en relación al territorio nacional; cuenta con una gran cantidad de oferta
laboral que lo posiciona como el segundo departamento con menor tasa de desempleo del país;
además, es una región llena de sitios históricos y patrimoniales que promueven la cultura y el
turismo. A pesar de esto, sus debilidades tienen que ver con la falta de conectividad, la
corrupción del Estado, el bajo nivel de redes viales, la deserción escolar y la falta de servicios
públicos en la mayoría de la población.
El Plan Estratégico para el departamento de Boyacá propone una visión y misión clara
para el año 2027. Posicionar a Boyacá dentro de los cinco departamentos con mayor aporte al
PIB nacional en provecho de sus tres pilares económicos: el turismo, la agricultura y la minería.
Si bien, factores como su ubicación geográfica y diversidad en recursos naturales son grandes
ventajas competitivas que le favorecen en la consecución de su visión estratégica, aún se debe
fortalecer la infraestructura, sofisticación y diversificación, innovación y dinámica empresarial
para afianzar la competitividad del departamento. Los objetivos de largo plazo y las estrategias
propuestas buscan llevar al departamento a una transformación que no solo lo beneficie
económicamente sino que mejore la calidad de vida de sus habitantes
The Strategic Plan for the Department of Boyacá has as its primary objective to establish strategies that help achieve long-term sustainable economic development of the department. It performs a detailed analysis that takes into account the current situation of this within the internal and external analysis proposed by D'Alessio (2015) from which it is possible to determine both the strengths and weaknesses, as well as the opportunities and threats it has. Boyacá has a great wealth of agricultural resources for the diversity of thermal floors that it has in relation to the national territory; Has a large amount of labor supply that positions it as the second department with the lowest unemployment rate in the country; In addition, it is a region full of historical and patrimonial sites that promote the culture and the tourism. Despite this, their weaknesses have to do with lack of connectivity, corruption of the State, low level of road networks, school dropout and lack of public services in the majority of the population. The Strategic Plan for the department of Boyacá proposes a clear vision and mission for the year 2027. Positioning Boyacá within the five departments with the greatest contribution to the national GDP in favor of its three economic pillars: tourism, agriculture and mining. Although factors such as geographical location and diversity in natural resources are great competitive advantages that favor it in the achievement of its strategic vision, infrastructure, sophistication and diversification, innovation and business dynamics must be strengthened to strengthen the competitiveness of the department. The long-term objectives and strategies proposed seek to lead the department to a transformation that not only benefits it economically but also improves the quality of life of its inhabitants
