El presente artículo académico tiene como objetivo principal el análisis de los estándares de
integridad y establecer si existe una adecuada medición del Modelo de Integridad contenido en
el Plan Nacional de Integridad y Lucha contra la Corrupción 2018-2021, asimismo, si dado el
tiempo transcurrido desde la entrada en vigor del Plan se han producido avances significativos
en la instauración de los procesos y políticas orientadas a la prevención y lucha contra la
corrupción, para lo cual se analiza los aspectos más relevantes de la implementación del citado
Modelo de Integridad en el Ministerio de Vivienda, Construcción y Saneamiento y en el
Ministerio de Cultura. La metodología empleada implicó la revisión y análisis de instrumentos
normativos y de publicaciones en materia de integridad de organismos internaciones, así como
la realización de una entrevista no estructurada a un experto en políticas de integridad. Los
principales resultados muestran que, hasta mediados del año 2021, no existían parámetros para
medir la manera en que las entidades públicas han venido implementando las acciones
transversales y que si bien, reciéntenme se ha creado el Índice de Capacidad Preventiva como
herramienta de medición no está siendo aplicada a todas las entidades estatales; asimismo, que
existen marcadas diferencias en los niveles de cumplimiento por parte de los ministerios
analizados pese a que estos son las entidades con mayores posibilidades de implementar la
cultura de integridad.
The main objective of this current academic article is to analyze the integrity standards and establish whether there is a correct measurement of the Integrity Model contained in the National Integrity Plan and the fight against corruption 2018-2021, equally, if given the time that has elapsed since the Plan came into effect, significant progress has been made in the establishment of the processes and policies aimed at preventing and fight corruption, for which the most relevant aspects of the implementation of the aforementioned integrity model in the Ministry of Housing, Construction and Sanitation and in the Ministry of Culture. The methodology used involved the review and analysis of normative instruments and publications on integrity of international organizations, as well as conducting an unstructured interview with an integrity policy expert. The main results show that, until mid-2021, there were no parameters to measure the way in which public entities have been implementing transversal actions and that although the Preventive Capacity Index has recently been created as a measurement tool, it is not being applied to all state entities; in addition, there are marked differences in the levels of compliance by the ministries analyzed despite the fact that these are the entities with the greatest possibilities of implementing a culture of integrity
