Resumen
Este proyecto de innovación tiene como objetivo analizar y brindar posibles soluciones a un problema de gran presencia en el país: la escasez de investigadores con doctorado en ciencia, tecnología e innovación (CTI en adelante) en el Perú. El problema se encuentra asentado en las condiciones estructurales del país, pues tanto la economía como la cultura peruana no son afines a la investigación en CTI y, más bien, la obstaculizan. Esto puede comprobarse al analizar las causas del problema, que son estructurales y, también, mediadoras. Las causas mediadoras se relacionan con la escasez de oferta doctoral, la ausencia de un sistema de incentivos y la “fuga de cerebros”, de capital humano que migra a otros países.
Del análisis de las causas, se arriba a un desafío de innovación, que es el de conseguir fomentar la formación de investigadores con doctorado en CTI. El prototipo del proyecto de innovación construido en torno a este desafío se concentra en solucionar la escasez de oferta doctoral y la ausencia de un sistema de incentivos por medio de un programa de financiamiento de estudios doctorales en universidades nacionales e internacionales a través de un sistema de créditos-becas, con un sistema de incentivos concentrado en la inserción laboral de los beneficiados por el programa.
This innovation project aims to analyze and propose possible solutions to a problem of great importance in Peru, the small number of researchers with a PhD in R+D+I. The problem is entrenched in Peru’s structural conditions: the nation’s economy and cultural practices are not akin to R+D+I, but in the contrast, they could represent an obstacle. This can be confirmed by the analyses of the problem’s causes, which are structural, and mediators. The most accessible causes to attack in the medium term, the mediators, are related to the shortage of doctoral programs, the absence of an incentive system, and the “brain drain” of human capital that generally migrates to developed countries. From the analysis of these causes, an innovation challenge is formulated, which is the promotion of the academic training of researchers with a PhD related to R+D+I. The prototype of the innovation project is built around this challenge and it focuses its efforts on amending the shortage of doctoral offers, and the lack of an incentive system. It accomplishes this thanks to a financing program aimed at doctoral studies at national and international HEIs. The financing program consists of a loan-scholarship system with an incentive mechanism focused on the labor insertion of the program’s beneficiaries.
