Transcurridos más de quince años de experiencia regulatoria peruana, el presente artículo repasa brevemente los supuestos y resultados del modelo adoptado en el Perú, así como los principales riesgos que podrían afectar la capacidad de Gestión de los Reguladores. Para tales efectos, se hace énfasis en lo administrativo a las limitaciones de la autonomía presupuestal, y en lo técnico a los riesgos y desventajas del uso del sistema arbitral para la revisión de los desacuerdos entreel estado y las empresas reguladas.
