Plataforma de Monitoreo Vecinal para enfrentar la deficiente gestión de la información sobre las Juntas Vecinales de Seguridad Ciudadana en el distrito de Cercado de Lima

Abstract

Las Juntas Vecinales de Seguridad Ciudadana (JVSC) son uno de los principales programas preventivos comunitarios que promueve la Policial Nacional con el fin de garantizar una estrategia preventiva en favor de la seguridad ciudadana y para concretar un acercamiento entre las fuerzas del orden y la comunidad. Sin embargo, el trabajo que se ha venido desarrollando expone un vacío en términos de monitoreo y de evaluación respecto a la contribución de las juntas en la labor policial. No hay claridad respecto a la información que se requiere y persisten limitaciones en el recojo de información de estas organizaciones vecinales. Como consecuencia, se implementan políticas de seguridad ciudadana sin sustento en base a evidencia. Esto genera mayor preocupación si se toma en cuenta la creciente problemática de inseguridad que viene arrastrándose en los últimos años y que afecta directamente la integridad de la ciudadana. En tal sentido, el presente proyecto tiene como tema de interés la deficiente gestión de información sobre las juntas vecinales de seguridad ciudadana promovidas por la PNP. Para evidenciar la problemática se utilizó la metodología de estudio de caso teniendo como unidad de análisis las comisarías de Palomino y Cotabambas, ubicadas en el distrito de Cercado de Lima. En ambos casos, se realizó entrevistas a las autoridades policiales (comisarios) y a promotores de las Oficinas de Participación Ciudadana (OPC). De igual forma se entrevistó a integrantes de las Juntas Vecinales y a funcionarios del MININTER, cuya labor está orientada a la labor comunitaria con organizaciones vecinales. Las causas preconcebidas al inicio del estudio, a partir del trabajo de campo y la triangulación de la información, ha permitido validar las causas consideradas en la presente investigación y que contribuyen al problema público identificado. En base a este planteamiento, se pretende desarrollar un prototipo de innovación denominado Plataforma de Monitoreo Vecinal (PLAMOVE). El objetivo de la propuesta es monitorear las funciones y actividades que realizan las JVSC y a su vez, constituirse como un canal institucional para informar y absolver dudas de los usuarios de la herramienta web. La propuesta estaría a cargo de la Dirección de Participación Ciudadana del MININTER y de la PNP, teniendo el soporte técnico y logístico de la Dirección de Tecnologías de la Información y Comunicación de la PNP.

The Neighborhood Citizen Security Boards (JVSC) are one of the main community preventive programs promoted by the National Police to guarantee a preventive strategy in favor of citizen security and to guarantee a rapprochement between law enforcement and the community. However, the work that has been carried out exposes a gap in terms of monitoring and evaluation regarding the contribution of the neighborhood boards in the police work. There is no clarity regarding the information required and limitations persist in collecting information from these neighborhood organizations. Therefore, policies are implemented without evidence base support. This generates greater concern if the growing problem of insecurity that has been rising in recent years and that directly affects the integrity of the citizen. In this sense, the present project has as topic of interest the deficient management of information on neighborhood citizen security boards promoted by the PNP. To highlight the problem, the case study methodology was used in Palomino and Cotabambas police stations, located in the Cercado de Lima district, as the unit of analysis. In both cases, interviews were made to the police authorities (commissioners) and promoters of the Citizen Participation Offices (OPC). Likewise, members of the Neighborhood Boards and MININTER officials were interviewed, whose work is oriented towards community work with neighborhood organizations. The causes that were preconceived at the beginning of the study, based on field work and the triangulation of information, have allowed the validation of the causes considered in the present investigation and that contribute to the identified public problem. Based on this approach, the aim is to develop an innovation prototype called the Neighborhood Monitoring Platform (PLAMOVE). The objective of the proposal is to monitor the functions and activities carried out by the JVSC and, at the same time, to become an institutional channel to inform and answer questions from users of the web tool. The proposal would oversee by the Directorate Citizen Participation of the MININTER and the PNP, with the technical and logistical support of the Directorate of Information and Communication Technologies of the PNP.
