Agenda Internacional es la revista académica del Instituto de Estudios Internacionales (IDEI) de la PUCP que, desde su origen en 1994, tiene como objetivo brindar un aporte multidisciplinario sobre los principales aspectos de la realidad internacional. En tal sentido, son bienvenidas contribuciones desde el mundo del derecho, la ciencia política, las relaciones internacionales, la economía, la historia y otras ramas del conocimiento siempre que brinden un aporte desde una perspectiva internacional. Desde 2005 la revista se publica con una periodicidad anual.

Ítem Texto completo enlazado El sueño chino de rejuvenecimiento nacional y la política exterior bajo Xi Jinping(Pontificia Universidad Católica del Perú, 2022-10-21) Chávez Mazuelos, Jorge AntonioSince Xi Jinping became General Secretary of the Chinese Communist Party (CCP), the Chinese Dream of National Rejuvenation has emerged as the country´s ultimate imperative.This goal stands in stark contrast to the Century of National Humiliation, when China was turned into a semi-colonial entity by way of force and compelled to cede its sovereignty andsign unequal treaties. In this article I will explain how Xi Jinping´s concept of Chinese Dream of National Rejuvenation has shifted China’s Foreign Policy approach from a low-profile orientation to a more assertive and ambitious one. Additionally, I will illustrate the role which nationalism plays in the strengthening of the party-state’s political legitimacy and how it is related to the emergence of the Wolf Warrior Diplomacy. Furthermore I will argue Xi has embraced a two-pronged foreign policy approach. On the one hand, China is portrayed asa benign major power which advocates win-win international cooperation, the creation of a Community of Shared Future and a New Model of International Relations. Nevertheless,at the same time it vows to strongly defend China’s core interests, CCP’s political legitimacy and reshape international order along the lines of Chinese political values and imperatives. Furthermore, I will illustrate how Xi has centralized power and reformed the foreign policy decision-making apparatus.Ítem Texto completo enlazado La adaptación del Perú ante el ascenso de China a inicios del siglo XXI: entre el pragmatismo y la aquiescencia(Pontificia Universidad Católica del Perú, 2021-11-16) Ramírez Bullón, Javier ErnestoThis paper seeks to describe and explain the character of Peruvian foreign policy towards China during the early 21st century. From a historical perspective focused on the role of internal factors, the analysis identifies the main governmental and nonstate actors that shape the China-Peru relation in three key dimensions: political/diplomatic, economic/ commercial, and military/strategic. Furthermore, shows how these aspects interrelate each other to shape the structure and the political process behind the adaptation of Peru to the rise of China. The study ends with some final thoughts on the benefits and vulnerabilities of maintaining a pragmatic approach to China. In this sense, the findings recognizes that one of the virtues of pragmatism is the construction of a flexible foreign policy, capable of diversify alliances with multiple great powers. However, the analysis also warns of the need to understand how the national interests of Peru are constructed vis-à-vis China, since the pragmatic proximity can hide an acquiescent international attitude.Ítem Texto completo enlazado Biden y América Latina. The American president has promised to open a new era in foreign relations with Latin American countries after four years of Trump’s unilateral and unpredictable foreign policy. However, there are processes underway in Latin America that impose significant constraints for US foreign policy: processes of democratic erosion in several countries of the region, a competitive regional environment led by regional Latin American powers, and a growing presence of China in the region. This article discusses how these processes shape Latin American regional politics and how they challenge the Biden’s broad agenda, ranging from environmental issues, migration, corruption, and human rights. Finally, the article analyzes the engagement of the United States with Latin American countries in light of recent events. Thus, the paper seeks to contribute to the discussion on factors that affect foreign policy and the relationship of the United States with Latin America.Ítem Texto completo enlazado Los ciclos de política exterior peruana focalizados en la solución de las controversias fronterizas(Pontificia Universidad Católica del Perú. The first one, from 1902 to 1942, aimed efforts at negotiations to fix Peru’s international borders with its five neighbors. The second one, between 1995 and 2014, aimed at solving all pendingboundary issues, including fully implementing boundary treaties with Ecuador and Chile, as well as defining maritime limits with both countries. Fondo Editorial, 2018-10-10) Alcalde Cardoza, Javier; Romero Sommer, GonzaloThe Peruvian military government followed between 1968 and 1975 a foreign policy aiming to connect the reforms it pursued internally with reforms proposed by the Group of 77 to the international economic order; it connected also its internal policies with a nationalist current in Latin America that was attempting to restructure the Inter-American System. In doing this, the Peruvian government transformed both the Paradigm and the Grand Strategy of Peruvian foreign policy and presented a challenge to the US hemispheric hegemony. The article explains internal and external conditions that made possible the changes in Peruvian foreign policy and briefly describes the regional and global development of this policy. It explains also how the evolution of some of the aforementioned conditions brought the decline of the revolutionary foreign policy from 1973.Ítem Texto completo enlazado Retos, socios estratégicos y escenarios para la política exterior colombiana durante el posconflicto(Pontificia Universidad Católica del Perú. Fondo Editorial, 2017-11-22) Pastrana, Eduardo; Castro, RafaelThis article addresses Colombian foreign policy in the context of the post-conflict period. First, it establishes the relationship between conflict and foreign policy during the governments of Andrés Pastrana (1998-2002) and Álvaro Uribe (2002-2010), and explains the turn that occurred with the arrival of Juan Manuel Santos to the presidency (2010- present), the peace talks with the Revolutionary Armed Forces of Colombia (FARC). Second, it analyzes the global scenarios in which Colombia wants to deploy a more active, propositive and autonomous new international image in a post-conflict context. Third, it identifies the extra-regional powers that are, or can be, strategic partners in the implementation of the peace agreements and the new international projection of the Colombian state. Fourth, it postulates which countries and regional institutions are fundamental for addressing some of the more complex post-conflict challenges. Fifth, it formulates Colombia’s main domestic challenges in the implementation of the agreements, both for the construction of a stable and lasting peace, and for the enhancement of its international projection.
