Agenda Internacional es la revista académica del Instituto de Estudios Internacionales (IDEI) de la PUCP que, desde su origen en 1994, tiene como objetivo brindar un aporte multidisciplinario sobre los principales aspectos de la realidad internacional. En tal sentido, son bienvenidas contribuciones desde el mundo del derecho, la ciencia política, las relaciones internacionales, la economía, la historia y otras ramas del conocimiento siempre que brinden un aporte desde una perspectiva internacional. Desde 2005 la revista se publica con una periodicidad anual.

    This article presents the current problem of the sinking of the terrestrial spaces of certain insular states due to the rise in sea level caused by climate change. This problem led to the approval of the topic Sea-level rise in relation to international law in the programme of work of the United Nations International Law Commission, particularly in the area of statehood. The legal implications of the total sinking of the terrestrial space are analyzed in accordance with current international law, verifying that the final one is the loss of statehood. In order to solve the legal problem raised, the application of a legal fiction is proposed by which the baselines of the States at risk are considered frozen, which has already been presented as an issue to be studied in the aforementioned area by the International Law Commission.

    Climate negotiations under the UNFCCC head this year towards the Paris deadline to adopta new legally-binding and universal agreement. This article summarizes the outcomes from the Lima Conference (December 2014), which laid the grounds for negotiations this year, and identifies the most sensible political issues currently addressed by this complex process. It also highlights some objectives and priorities of the Peruvian Presidency of COP20.

    Cambio climático y las perspectivas del Acuerdo de París para el Perú

    Regardless of the difficult scenario facing the Paris Agreement with the recent withdrawal of the US, Peru will continue to comply with its international obligations and consolidating its national policies and frameworks related to climate change. Although Peru entered the international negotiation process late – basically from COP 20 onwards- it has had a decisive participation and influence in its outcome, the Paris Accord. Pero has for over a decade, been developing a robust internal architecture of norms and institutions, to launch the country towards a greener economy. With the difficulties that this means for a developing country like Peru, the future leads inevitably to the search of clean and environmentally friendly and sustainable economies.
