Agenda Internacional es la revista académica del Instituto de Estudios Internacionales (IDEI) de la PUCP que, desde su origen en 1994, tiene como objetivo brindar un aporte multidisciplinario sobre los principales aspectos de la realidad internacional. En tal sentido, son bienvenidas contribuciones desde el mundo del derecho, la ciencia política, las relaciones internacionales, la economía, la historia y otras ramas del conocimiento siempre que brinden un aporte desde una perspectiva internacional. Desde 2005 la revista se publica con una periodicidad anual.

Ítem Texto completo enlazado Estrechamiento bilateral peruano-británico en el sector infraestructura en el Perú entre 2017 y 2021(Pontificia Universidad Católica del Perú, 2024-06-28) Herrada Ruiz, Alvaro AlejandroThis article seeks to explain the reasons why Peru and the United Kingdom tightened their bilateral relationship in the infrastructure sector between 2017 and 2021. Therefore, it is proposed that the bilateral relationship became closer since the first G2G contract for Lima 2019 was signed due to factors at the Peruvian and British State level. On the one hand, the Brexit referendum, and the process of the United Kingdom’s exit from the European Union, meant the need to promote the export of British goods and services internationally. In this sense, in Peru, the British identified an opportunity to attract the import of their expertise in the infrastructure sector. On the other hand, on the Peruvian side, it is proposed that the infrastructure gap in the country has been a pending issue on the public agenda. It is concluded that the bilateral relationship became closer in the infrastructure sector, because the British needed to improve their positioning in Peru after Brexit and that coincided with the visibility of the infrastructure problems faced by Peru, which generated the conditions for the narrowing of the gap.Ítem Texto completo enlazado APEC. It is argued that APEC, thanks to its working characteristics, has had considerable achievements and substantial progress towards the fulfillment of the Bogor Goals, which have benefited its members and that, also due to these characteristics, it has successfully updated its agenda through the Putrajaya Vision by reflecting current thematic priorities and the medium-term future. Therefore, it is relevant to create border areas of peace and sustainable development, based on regional cohesion, social integration, and territoriality, which contributes to the reduction of tensions between countries and consolidates the processes of integration and continuous cooperation. Particularly, the borders of Brazil and Peru have a strategic relevance due to their biodiversity, geographic location, presence of lakes and rivers and because it is a space for the economic development.The reason for developing this article is that Brazil and Peru have a series of border dynamics, whether territorial, social, commercial and economic. The objective of the article is to analyze the border regions between Peru and Brazil as a space with distinctive characteristics, which helps to determine possible future actions in border integration. The study is descriptive, with a qualitative approach based on documentary and quantitative review of secondary sources. It concludes that there is a need to use political, economic, social and bottom-up strategies that incorporate different multilevel actors, as well as to strengthen existing projects that allow the flow of trade and market of both Peruvian and Brazilian products across the borders, and finally, to strengthen integration and cooperation between borders to combat illegal activities and improve the development of these regions.Ítem Texto completo enlazado La adaptación del Perú ante el ascenso de China a inicios del siglo XXI: entre el pragmatismo y la aquiescencia(Pontificia Universidad Católica del Perú, 2021-11-16) Ramírez Bullón, Javier ErnestoThis paper seeks to describe and explain the character of Peruvian foreign policy towards China during the early 21st century. From a historical perspective focused on the role of internal factors, the analysis identifies the main governmental and nonstate actors that shape the China-Peru relation in three key dimensions: political/diplomatic, economic/ commercial, and military/strategic. Furthermore, shows how these aspects interrelate each other to shape the structure and the political process behind the adaptation of Peru to the rise of China. The study ends with some final thoughts on the benefits and vulnerabilities of maintaining a pragmatic approach to China. In this sense, the findings recognizes that one of the virtues of pragmatism is the construction of a flexible foreign policy, capable of diversify alliances with multiple great powers. First, the paper deve- lops a discussion about the origin and understanding of the concept of border. In the second part, the difference between boundary and frontier are analyzed, and, in the third part, is highlighted the border´s importance such integration component and the elements that support and justify this focus. Tariffs benefits agreed allow for the great majority of potential Peruvian exports products to have access to tariffs reductions. On the other hand, almost all Peruvian products sensitive to Chinese competition were excluded from the tariff reduction process or were included with up to 17 years of tariffs reductions. Scholars turned their attention to the role of “economic diplomacy” as an important mean of foreign policy in fostering economic development and expansion. The case of the franco-peruvian economic diplomacy allows analyzing different structures and strategies which were directed towards a bilateral rapprochement. This paper studies the actors, functions and the institutional framework of the foreign economic policy of France and Peru between 1945 and 1975. In a comparative perspective, it is thereby possible to identify, a part of structural similarities, two clearly contrasting strategies in their economic diplomacy. On the one hand, France invested in the extending and specializing of their diplomatic staff in order to implement an active economic diplomacy. On the other hand, due to political and financial reasons, Peru often remained in a more passive role in the search for foreign investments.
