Abstract
La presente investigación titulada “Las competencias ciudadanas desarrolladas por los
estudiantes de los municipios escolares del distrito de Pachacamac, a partir de su experiencia
en el presupuesto participativo, 2018”. Se plantea como objetivo principal determinar cuáles
son las competencias ciudadanas que han desarrollado los estudiantes de los municipios
escolares del Distrito de Pachacamac a partir de su experiencia en el presupuesto
participativo, 2018.
Es una investigación de estudio de caso, también es una investigación de tipo y diseño
exploratorio cualitativo con un enfoque descriptivo, que se vale de la aplicación de un
cuestionario de valoración a 114 estudiantes del nivel secundaria que no integraron los
Municipios Escolares en sus Instituciones Educativas en el año 2018 , se lleva a cabo 10
entrevistas semiestructurada y tres focus group en grupos mixtos de estudiantes que
conforman los municipios escolares de sus Institución educativa.
Los estudiantes manifiestan que sus experiencias en el Presupuesto Participativo
fueron muy gratificantes, especialmente cuando sus proyectos fueron elegidos como
ganadores de entre tantas instituciones educativas, lo que beneficiaba al colegio con capital
financiero y poder responder así a sus necesidades más apremiantes en cuanto a
infraestructura o mobiliario educativo. De igual modo los estudiantes manifiestan que hubo
experiencias negativas como cuando los adultos dilataban la ejecución de los proyectos
teniendo ya el financiamiento de por medio. A pesar de estos problemas los estudiantes aún
no tienen conciencia del porque se dan, ellos manifiestan su deseo de participar en los
Presupuestos Participativos de su municipio pues al estar en contacto es donde se aprende
la vida democrática y participativa. Además de ello los miembros de los municipios escolares
desarrollaron las competencias ciudadanas que les ayudara en sus vidas como futuros
ciudadano de bien. La inclusión de los estudiantes en el presupuesto participativo municipal,
promueve en ellos conocimientos que les ayudara a tomar mejores decisiones como
ciudadanos y promover la participación de la gestión democrática en los asuntos que
concierne al desarrollo de su comunidad para una mejor calidad de vida.
The present investigation titled "The civic competences developed by the students of the school municipalities of the Pachacamac district, based on their experience in the participatory budget, 2018". The main objective is to determine which are the civic competencies that the students of the school municipalities of the Pachacamac District have developed based on their experience in the participatory budget, 2018. It is a case study investigation, it is also an investigation of a qualitative exploratory type and design with a descriptive approach, which uses the application of an assessment questionnaire to 114 high school students who did not integrate the School Municipalities in their Educational Institutions In 2018, 10 semi-structured interviews and three focus groups were carried out in mixed groups of students that make up the school municipalities of their educational institution. The students state that their experiences in Participatory Budgeting were very rewarding, especially when their projects were chosen as winners from among many educational institutions, which benefited the school with financial capital and thus be able to respond to their most pressing needs in terms of infrastructure or educational furniture. In the same way, the students state that there were negative experiences, such as when adults delayed the execution of projects, already having financing in between. Despite these problems that the students are still not aware of why they occur, they express their desire to participate in the Participatory Budgets of their municipality because being in contact is where democratic and participatory life is learned. In addition, the members of the school municipalities developed citizenship skills that will help them in their lives as future good citizens. The inclusion of students in the municipal participatory budget, promotes in them knowledge that will help them make better decisions as citizens and promote the participation of democratic management in matters that concern the development of their community for a better quality of life.
