Expectativa laboral, territorialidad y conflicto socioambiental: Proyecto minero Cerro Verde y Proyecto minero Las Bambas

Resumen
La presente investigación estudia los conflictos ocurridos en el país, tomando principalmente
como referencia el periodo de tiempo desde que la Defensoría del Pueblo comenzó a registrar
los primeros conflictos sociales en el Perú, en el mes de mayo de 2004, hasta el mes diciembre
de 2017, a efectos de conocer y diagnosticar la relación que puede existir entre las
expectativas de desarrollo, particularmente la expectativa laboral de la población local en
donde se lleva a cabo la actividad minera, y el desencadenamiento de los conflictos de tipo
socioambiental.
Para tal efecto, se ha seguido una metodología de investigación que conduzca a seleccionar
dos empresas mineras, de un total de diez empresas productoras de cobre en el país, que
están bajo el régimen general de mediana y gran minería, según la legislación vigente. Después
de un procedimiento metodológico se seleccionó a la empresa minera Cerro Verde ubicada en
Arequipa y a la empresa minera Las Bambas localizada en Apurímac, por su importancia
económica, social, ambiental y política, tanto a nivel regional como nacional; en el que se
consideró dos escenarios: uno en el que el conflicto pocas veces se ha manifestado con
violencia o es resuelto rápidamente; respecto del otro, en el que se ha desencadenado mayor
conflictividad con manifestación de violencia. En ambos casos, se observa que los conflictos
son diferenciados, en cuanto a su manifestación, las características de los actores en conflicto,
las estrategias de relacionamiento local y la forma de intervención para resolverlos.
The present investigation studies the conflicts that have occurred in the country, taking as a reference the period of time since the Ombudsman's Office began recording the first social conflicts in Peru, in the month of May 2004, until the month of December 2017, in order to know and diagnose the relationship that may exist between the development expectations, particularly the labor expectation of the local population where the mining activity is carried out, and the unleashing of socioenvironmental conflicts. For this purpose, a research methodology has been followed that leads to the selection of two mining companies, out of a total of ten copper producing companies in the country, which are under the general regime of medium and large mining, according to current legislation. After a methodological procedure, the Cerro Verde mining company located in Arequipa and the Las Bambas mining company located in Apurimac were selected for their economic, social, environmental and political importance, both regionally and nationally; in which two scenarios were considered: one in which the conflict has rarely manifested itself violently or is quickly resolved; with respect to the other, in which greater conflict has been unleashed with the manifestation of violence. In both cases, it is observed that the conflicts are differentiated, in terms of their manifestation, the characteristics of the actors in conflict, the strategies of local relationship and the form of intervention to solve them.
