La Política Nacional de Gestión de Riesgo de Desastres (GRD) en Piura: nivel de implementación y factores explicativos de la GRD en la cuenca del río Piura

Abstract
El objetivo del presente trabajo es demostrar la existencia de alcances limitados y dispares
en la implementación de la GRD en la cuenca del río Piura, y determinar los factores que lo
explican. La metodología utilizada para llevar a cabo la presente investigación consiste en
un análisis cualitativo de diversas fuentes: normas legales; páginas web de instituciones y
agencias estatales; y, por último, la aplicación de entrevistas semiestructuradas a los
responsables de las instancias políticas y técnicas de los niveles nacionales y
subnacionales encargados de implementar la política pública de la GRD. Se concluye que
el nivel de implementación ha sido muy bajo, pues a pesar de que se emite normativa y
destina presupuesto, este ha sido dirigido a atender emergencias y no para medidas de
prevención. Se consideran cuatro factores explicativos: el costo político, ya que la
prevención no otorga ganancias políticas; falta de coordinación entre los tres niveles de
gobierno y entre los actores locales; resistencia de la población; y, por último; debilidad
institucional. La constatación del exiguo nivel de implementación en la cuenca del Río Piura
explicado por los factores indicados dejan a toda la población del departamento vulnerable a
una condición climatológica recurrente en ese territorio por más de un siglo. Los
conocimientos y la experiencia acumulada por los actores sociales, académicos y políticos
no han disminuido la vulnerabilidad.
The objective of this paper is to demonstrate the existence of limited and disparate scopes in the implementation of DRM in the Piura River Basin, and to determine the factors that explain it. The methodology applied to conduct this research was based on surveys of public officials in the different political and technical national and subnational entities in charge of implementing the DRM public policy. It is concluded that the level of implementation has been very low, despite the fact that regulations are issued and a budget is allocated. This was used to attend emergencies and not for preventive measures. The explanatory factors for the low level of implementation in the Piura River Basin are: political cost since prevention does not provide political gains; lack of coordination between the three levels of government and among local actors; resistance of the population; and, finally, institutional weakness. The fact that there has hardly been any progress made in its implementation, as explained by the aforementioned factors, has left the entire population of the department vulnerable to a recurring climate condition in this territory for over a century. The knowledge and experience accumulated by the different social, academic, and political stakeholders have not been able to reduce the level of vulnerability.
