Análisis de la operación de la comunidad establecida en los centros alfarero en las ciudades de Sucre y Santa Cruz y su incidencia en el desarrollo de capacidades internas entre estudiantes universitarios beneficiarios de sus servicios

Resumen
El presente trabajo de investigación tiene el propósito de describir a profundidad el modelo
de gestión utilizado por los Centros Alfarero, mismos que intervienen prestando atención
integral a estudiantes universitarios en las ciudades bolivianas de Sucre y Santa Cruz de la
Sierra. Comprender el funcionamiento de los centros a profundidad, posibilitará la
sistematización y la réplica de la iniciativa, además de la recopilación de estrategias de
gestión interesantes para la gerencia social. El Desarrollo de Capacidades es la base
teórica principal del estudio, complementado por la reflexión acerca de la Cultura
Organizacional, como estrategia de construcción de las mismas. También hemos incluido
un repaso teórico sobre los alcances de la educación superior y el coaching, en la intención
de comprender la importancia del desarrollo de capacidades en la población universitaria.
Para la investigación se ha llevado adelante un Estudio de Caso, que nos permitirá conocer
en profundidad al actor y sus principales procesos. Nos ha parecido interesante encontrar
que a pesar de que la gestión de los centros tiene una bajísima sistematización y que
tampoco se han llevado adelante evaluaciones de impacto, los centros vienen funcionando
ya por 20 años en Sucre y 8 en Santa Cruz, sobreviviendo crisis de diversa índole,
dándonos luces de una intervención que bien podría replicarse. A su vez, los socios y
beneficiarios de los centros manifiestan impresiones positivas de la interacción con los
centros.
La investigación es pertinente para la Gerencia Social en la medida en la que recoge
prácticas de gestión de programas sociales, que han probado su eficiencia.
The research purpose is to describe in depth, the management model used by the Alfarero Centers, which intervene by providing comprehensive care to university students at the Bolivian cities of Sucre and Santa Cruz de la Sierra. To understand the operation of the centers in depth, enable the systematization and replication of the initiative, as well as the compilation of interesting management strategies for social management. The Development of Capacities is the main theoretical basis of the study, complemented by the reflection on Organizational Culture, as a strategy for their construction. We have also a theoretical review on the scope of higher education and coaching, the intention is to achieve an understanding of the importance of inclusive capacities development within the university population. For the investigation, a Case Study has been carried out, which will allow us to know in depth the actor and his main processes. We have found it interesting to realize that despite the fact that the management of the centers has a very low systematization and that impact evaluations have not been carried out, the centers have been operating for 20 years in Sucre and 8 in Santa Cruz, surviving different kind of crises, shedding light on an intervention that could well be replicated. In turn, the partners and beneficiaries of the centers express positive impressions of the interaction with the centers. The research is relevant for Social Management insofar as it includes management practices of social programs, which have proven their efficiency.
