Modelo de gestión para el aseguramiento de las condiciones básicas de calidad y la reducción de la deserción en un instituto de educación superior

Resumen
La Educación Superior refiere a la última etapa del proceso de aprendizaje
académico y se desarrolla de manera optativa luego de la educación básica
regular. Esta se puede impartir en institutos de educación superior (IES),
escuelas de educación superior (EES) o universidades. En la presente tesis se
desarrollan las dos principales problemáticas actuales en un IES en particular.
La primera problemática giraba en torno al cumplimiento de los requerimientos
referidos a la supervisión del licenciamiento institucional y al tiempo de demora
en dicho procedimiento. La segunda problemática estaba referida al índice de
deserción estudiantil (28.5%) el cual a su vez estaba relacionado en parte a la
elección y asignación de recursos a emplear. Se desarrolla entonces un modelo
de programación lineal binario utilizando el programa AMPL que comprenda a
ambas problemáticas anteriormente expuestas y las optimice. A través de las
restricciones de dicho modelo se impone el cumplimiento de los requerimientos
referidos a la supervisión del licenciamiento institucional. Mediante la función
objetivo, se ataca la problemática referida al índice de deserción estudiantil
debido a que prioriza seleccionar los recursos que hayan proyectado un mejor
nivel de servicio. Luego de utilizar dicho modelo, en un escenario base se
proyecta reducir el índice de deserción un 17.5% y a nivel económico se proyecta
un VAN de S/44,743 y una TIR de 67% por lo que se concluye que el proyecto
de mejora es viable y favorece a la empresa.
Higher Education refers to the final stage of academic learning and is developed optionally after regular basic education. It can be provided at higher education institutes (HEIs), higher education schools (HEES), or universities. This thesis addresses the two main current issues in a particular HEI. The first issue concerns meeting the requirements related to the supervision of institutional licensing and the delay in this process. The second issue is related to the student dropout rate (28.5%), which is partly associated with the selection and allocation of resources. A binary linear programming model is developed using AMPL software to address and optimize both previously mentioned issues. Through the constraints of this model, compliance with the requirements related to the supervision of institutional licensing is enforced. The objective function addresses the issue of the student dropout rate by prioritizing the selection of resources that project a better level of service. After using this model, in a baseline scenario, the dropout rate is projected to decrease by 17.5%, and economically, a net present value (NPV) of S/44,743 and an internal rate of return (IRR) of 67% are projected, concluding that the improvement project is feasible and benefits the organization.
