Las Instituciones para la inclusión financiera: origen y evolución en el Perú

Resumen
Las políticas macroeconómicas o leyes financieras suelen ser las que
son atribuidas de los éxitos de la situación financiera en un país, pero si las
instituciones entendidas como las reglas de juego que regulan y hacen
cumplir los derechos de propiedad, a pesar de estar bien definidas y tener
buenas intenciones, no logran sus objetivos, no se podrá hablar de un
verdadero éxito ni en la inclusión financiera ni en la economía o sociedad
del país. La presente investigación tiene como objetivo principal mostrar el
camino recorrido de las instituciones para la inclusión financiera desde su
origen hasta la actualidad (2019). Y entre los objetivos particulares
principales están: Primero Identificar las instituciones para la inclusión
financiera clave dentro del sistema financiero peruano y su punto de origen,
y segundo describir los cambios de las instituciones que tienen como
objetivo la inclusión financiera en el Perú. En los lineamientos metodológicos
esta investigación es bibliográfica descriptiva, con un enfoque cualitativo que
pasa por un marco teórico para entender los conceptos a usar y luego para
describir los cambios de las instituciones en cuestión. En ese sentido, esta
investigación describe el origen y evolución de las instituciones para la
inclusión financiera que existen en el Perú y además muestra que se origina
a partir de una ley general del sistema financiero para luego particularizarse
y finalmente converger en una política nacional de inclusión financiera que
ha tenido como principal causa la interacción de los agentes institucionales
principales de la inclusión financiera peruana: SBS y BCRP.
Macroeconomic policies or financial laws are usually those that are attributed to the successes of the financial situation in a country, but if the institutions understood as the rules of the game that regulate and enforce property rights, despite being well defined and have good intentions, they do not achieve their objectives, it will not be possible to speak of a true success either in financial inclusion or in the economy or society of the country. The main objective of this research is to show the path taken by institutions for financial inclusion from its origin to the present (2019). And among the main particular objectives are: First, Identify the institutions for key financial inclusion within the Peruvian financial system and their point of origin, and second, describe the changes in the institutions that aim at financial inclusion in Peru. In the methodological guidelines this research is descriptive bibliographic, with a qualitative approach that goes through a theoretical framework to understand the concepts to be used and then to describe the changes of the institutions in question. In this sense, this research describes the origin and evolution of the institutions for financial inclusion that exist in Peru and also shows that it originates from a general law of the financial system and then becomes specific and finally converges in a national policy of inclusion that has had as its main cause the interaction of the main institutional agents of Peruvian financial inclusion: SBS and BCRP.
