Resumen
La presente investigación busca entender cuáles son los efectos de la Ayuda Oficial
al Desarrollo (AOD) en una institución relacionada con la gestión forestal, el Servicio
Nacional Forestal y de Fauna Silvestre (SERFOR). El objetivo es ayudar a la formación
de conocimientos en relación con el efecto de agentes internacionales en la gestión
forestal, centrándose en la Ayuda Oficial al Desarrollo proveniente de Estados Unidos,
Alemania y Japón. En esta investigación se analizan las intervenciones en torno a la
gestión forestal en el Perú y los efectos sobre la capacidad administrativa, política y
gobernanza forestal. Se selecciona a SERFOR porque es una de las instituciones
encargadas de velar por la conservación ambiental y funciona como nexo entre
autoridades regionales y nacionales. Se aborda el periodo de 2015, año en el que
SERFOR inicia sus operaciones, hasta 2018, donde la AOD se diversifica. Este trabajo
se centra en los países antes mencionados, debido a que brindaron un mayor aporte
a la institución. Para lograr los objetivos propuestos, esta investigación se basa en
entrevistas a funcionarios de SERFOR y de las agencias cooperantes de los países
mencionados. Asimismo, se analizan los acuerdos de cooperación entre las agencias
y los documentos sobre resultados de las intervenciones. A partir del desarrollo de la
investigación se puede visualizar que la Ayuda Oficial al Desarrollo ha tenido efectos
positivos sobre SERFOR. Esta investigación deja como base un estudio inicial sobre
la Ayuda Oficial al Desarrollo en materia forestal y sus efectos en una entidad estatal.
This research seeks to understand Official Development Assistance (ODA) effects on an institution related to forest management, National Forest and Wildfire Service (SERFOR by its acronym in Spanish). The aim of this study is to build knowledge around international agents influence in forest management, focusing in ODA from United States, Germany and Japan. In this sense, it is analyzed 20 interventions about forest management in Peru and its effects on SERFOR administrative capacity, political capacity and forest governance. SERFOR is selected because is one of the institutions in charge of ensuring environmental conservation through surveillance and forest management. In addition, this institution is the link between regional and national authorities for the right use of forest assets. Time lapse chosen starts in 2015, year SERFOR began its operations, and finishes in 2018, year ODA diversifies. This work focuses in countries aforementioned because those brought a greater contribution to the institution, not only economically, but also in terms of technical cooperation during stated period. To achieve proposed objectives, this research is based on interviews to officials from SERFOR and from Japan, United States and Germany cooperating agencies. Besides, cooperation agreements between agencies and documents that show results from interventions. Based on research development, it can be seen that the Official Development Assistance has had positive effects on SERFOR. Additionally, it is showed that ODA from each of those three countries is different in relation to its objectives and forms of cooperation. So, cooperation has a same general objective; however, this cooperation is expressed in several ways in the development of programs analyzed. This thesis leaves as precedent an initial study on Official Development Assistance in forest terms and its effects on a state entity.
