La creación del Ministerio de Cultura de Perú: debates y propuestas del Ejecutivo y del Legislativo en el periodo 2008-2010

Resumen
La presente tesis determina los condicionantes internos y externos que
motivaron a los actores políticos del periodo 2008-2010 a aprobar la creación del
Ministerio de Cultura del Perú en el 2010, durante el segundo mandato de Alan
García. Con dicha finalidad, se analizan debates y votaciones en el Congreso, y
sesiones del Consejo de Ministros de aquel periodo, además de bibliografía
académica relacionada con la creación de organismos culturales peruanos.
Asimismo, se entrevistó a cuatro exdirectores de organismos estatales del sector
cultural y a un exfuncionario del Legislativo en el periodo parlamentario 2009-
2010, cuyos puntos de vista, sumados al análisis de fuentes oficiales y
académicas, permiten plantear cuatro factores que explican la creación del
ministerio: cultural, social, internacional y administrativo.
Se propone que la mejora de la institucionalidad cultural era un objetivo
compartido por el Ejecutivo y el Legislativo, pero sometido a la posibilidad de
negociación entre ambos poderes. La bancada oficialista logró coaliciones y
cedió lo necesario para garantizar que los distintos grupos parlamentarios
aprueben la creación del ministerio. De esta manera, la distinta percepción de
estos actores del Estado sobre condicionantes internos como la reforma de la
administración pública o sobre condicionantes externos como el discurso del
interculturalismo y las nuevas políticas culturales occidentales dieron como
resultado que el Congreso aprobase la creación de un ministerio bajo términos
distintos a los proyectados inicialmente por el Ejecutivo.
This thesis determines the internal and external conditions that motivated the political actors of the 2008-2010 period to approve the creation of the Ministry of Culture of Peru in 2010, during the second term of Alan García. For this purpose, debates and votes in Congress, and sessions of the Council of Ministers of that period are analyzed, as well as academic bibliography related to the creation of Peruvian cultural organizations. Likewise, four former directors of state organizations in the culture sector and a former Legislative official in the 2009- 2010 parliamentary period were interviewed, whose points of view, added to the analysis of official and academic sources, allow us to propose four factors that explain the creation of the ministry: cultural, social, international and administrative. It is proposed that the improvement of cultural institutions was an objective shared by the Executive and the Legislative, but subject to the possibility of negotiation between both powers. The pro-government caucus achieved coalitions and yielded what was necessary to guarantee that the different parliamentary groups approve the creation of the ministry. In this way, the different perception of these State actors regarding internal conditions such as the reform of the public administration or external conditions such as the discourse of interculturalism and the new Western cultural policies resulted in vi Congress approving the creation of a ministry under terms other than those initially projected by the Executive.
