El Partido Aprista Peruano (PAP) ha sufrido giros programáticos significativos a
partir de su etapa irruptora en el medio electoral, desde su paso a la ilegalidad,
hasta el último tramo de vida institucional culminando el siglo pasado. Si bien,
esos cambios de horizonte político llaman la atención, ninguna ha sido tan
reveladora como la acontecida a partir de 2006.
El segundo gobierno de Alan García (2006-2011) se caracterizó por incluir
un gran número de “técnicos” neoliberales repartidos desde los más altos cargos
(ministerios) hasta puestos de importancia estratégica en los Órganos
Autónomos Constitucionales. Sin embargo, terminado el segundo gobierno de
García, el PAP no sólo continuó posicionándose programáticamente con la
plataforma derechista del 2006-2011, lo acentuó con la nominación presidencial
de la exministra Mercedes Aráoz (ocupando tres carteras y la PCM en el
gobierno de García), quien posteriormente renunciaría a la contienda.
En vista de ello, el proyecto de investigación busca indagar los motivos y
razones que llevaron al APRA (su dirigencia) a finalmente posicionarse en la
derecha tras el término del segundo gobierno aprista (2011) en un contexto de
oferta política que aglutinaba diversas fuerzas posicionadas a la derecha al
mismo tiempo que la izquierda encontraba cierto grado de cohesión durante los
periodos electorales del 2011 y 2016. Para ello, el presente trabajo de
investigación recaba información de fuentes secundarias que incluyen trabajos
académicos, artículos periodísticos, libros, autobiografías y tesis relacionadas a
los sistemas de partidos latinoamericanos, estudios comparativos de partidos
políticos de la región, el contexto electoral peruano y el Partido Aprista Peruano
(PAP).
The Peruvian Aprista Party (PAP) has undergone significant programmatic changes since its disruptive stage in the electoral environment, from its passage to illegality, until the last stretch of its institutional life at the end of the last century Although these changes in the political horizon are noteworthy, none has been as revealing as the one that took place from mid-2006 onwards. The second government of Alan García (2006-2011) was characterized by the inclusion of a large number of neoliberal "technicians" distributed from the highest positions (ministries) to positions of strategic importance in the Autonomous Constitutional Bodies. However, at the end of García's second administration, the APRA not only continued to position itself programmatically with the right-wing platform of 2006-2011 but accentuated it with the presidential nomination of former minister Mercedes Aráoz (occupying three portfolios and the PCM in García's administration), who later resigned from the race. In view of this, the research project seeks to investigate the motives and reasons that led the APRA (its leadership) to finally position itself on the right after the end of the second APRA government (2011) in a context of political supply that brought together various forces positioned on the right while the left found a certain degree of cohesion during the electoral periods of 2011 and 2016. To this end, this research work gathers information from secondary sources that include academic works, journalistic articles, books, autobiographies, and theses related to Latin American party systems, comparative studies of political parties in the region, the Peruvian electoral context, and the Peruvian Aprista Party (PAP).
