Acompañamiento psicosocial y pandemia: una aproximación etnográfica al trabajo del Estado peruano desde el caso de la DAA

La investigación analiza la manera en que el contexto de la pandemia por Covid-19
repercute en el trabajo del Estado en su tarea de garantizar el derecho a la salud mental
de los familiares de víctimas de desapariciones forzadas del conflicto armado interno
durante su proceso de búsqueda. Para ello se realizó un estudio de caso con las
servidoras de la Dirección de Atención y Acompañamiento (DAA) de la Dirección
General de Búsqueda de Personas Desaparecidas (DGBPD) del Ministerio de Justicia
y Derechos Humanos (MINJUSDH). Se planteó como una Etnografía del Estado,
realizando un trabajo de campo mixto con entrevistas mediadas digitalmente y
observación presencial en la región de Ayacucho.
Se identificaron los retos y las adaptaciones que tuvo el trabajo de la DAA durante parte
de la pandemia (entre marzo de 2020 y marzo de 2022), en un escenario de crisis doble
(sanitaria y política) y permanente o coyuntural. Por cada reto, se analizó la forma en
que las servidoras de la DAA fueron resolviéndolo. Asimismo, se identificaron las
dificultades que pueden agudizarse en un acompañamiento psicosocial en tiempos de
crisis como lo fue y sigue siendo el escenario de la pandemia mundial.
This research analyzes the way in which the context of the Covid-19 pandemic affects the government work in its task of guaranteeing the right to mental health of the relatives of victims of enforced disappearances of the non-international armed conflict during their search process. For this, a case study was carried out with the servants of the Directorate of Attention and Accompaniment (DAA) of the Directorate General of Search for Missing Persons (DGBPD) of the Ministry of Justice and Human Rights (MINJUSDH). It was proposed as an Ethnography of the State, carrying out mixed fieldwork with online interviews and face-to-face observation in Ayacucho region. The challenges and adaptations that the work of the DAA had during part of the pandemic (between March 2020 and March 2022), in a scenario of crisis double (health and political) and permanent or conjunctural, were identified. For each challenge, the way in which the DAA servants were solving it was analyzed. Likewise, the difficulties that can be exacerbated in times of crisis for the psychosocial accompaniment were identified, as it was and continues to be the scenario of the global pandemic.
