Empresas comunales en minería y su influencia en la prevención de conflictos sociales: Caso empresa comunal ECSAM

Resumen
Las paralizaciones por conflictos sociales en minería cada vez son más frecuentes. Por lo
general, estas se originan debido a que los actores involucrados no llegan a buenos consensos.
Estas paralizaciones causan grandes pérdidas económicas frenando el crecimiento del país. Es
por eso que, ante esta situación, nace la necesidad de realizar la presente investigación en
donde se plantea como estrategia la creación de empresa comunales con la finalidad de
reducir y prevenir estas paralizaciones mineras por conflictos sociales. La presente
investigación se efectuó a través del estudio del caso de la empresa comunal ECSAM, la
misma que viene trabajando para la empresa minera Nexa Resources en su unidad Minera
Atacocha en Cerro de Pasco.
Así mismo, en el desarrollo de la investigación se tratan temas relacionados con la minería y
las comunidades campesinas con la finalidad de comprender los conflictos existentes entre
estas. También se mencionan ejemplos de empresas comunales que han tenido éxito en
minería, algunas de estas están ubicadas en minas del centro y norte del país. Para el análisis
de la investigación se hizo revisión de la literatura, se efectuó entrevistas grabadas a dos de los
actores relevantes de la empresa comunal ECSAM. Para fortalecer la investigación se detalló
a través de la narrativa de experiencias vividas dentro de la empresa comunal.
Como resultado principal de la investigación se concluyó que las empresas comunales
representan un claro ejemplo que las empresas mineras y comunidades campesinas pueden
lograr alinear sus objetivos a través de la creación de empresas comunales. Muestra de esto es
la reducción de la conflictividad social en el estudio del Caso.
Stoppages due to social conflicts in mining are becoming more frequent. In general, these occur because the actors involved do not reach good agreements. These stoppages cause great economic losses and with it the growth of the country is reduced. Given this situation, the need to carry out this research arises, where the creation of Community Mining Companies is proposed as a strategy in order to reduce and prevent mining stoppages due to these social conflicts. For which the present investigation was carried out through the study of the case of the Community Company ECSAM, which has been working for the mining company Nexa Resources in its mining Atacocha unit in Cerro de Pasco. Other cases of Community Enterprises in mining, which have been successful, are located in central and northern mines of the Country will also be discussed. Likewise, issues will be discussed to better understand the relationship between mining and peasant communities. Where we will start from the importance of the mining sector, the relevant actors within it. In the second part we will focus on the review of the literature on community enterprises, as well as the aforementioned case study. The type of research will be carried out with the focus of case studies, where it is intended to carry out a review of the literature, conduct interviews with the relevant authors and narrative of experiences lived within the Communal Company. As an important result of the investigation, it was concluded that communal companies represent a clear example that mining companies and peasant communities can align their objectives through the creation of communal companies. Which have reduced the risk of social conflict.
