Análisis del aplicativo móvil “Empresas de Transporte Acuático” como evidencia de la transparencia proactiva

Resumen
La población no cuenta con información útil para poder cuestionar las acciones del
Estado, dado que las instituciones públicas no ofrece un conocimiento útil, que a su
vez sea sencillo de entender y de fácil acceso, uno de los problemas identificados
es que a pesar de encontrarnos en el marco de un gobierno abierto, muchas de las
instituciones públicas no ofrecen una transparencia proactiva, solo se quedan en la
fase de una transparencia activa, limitándose a publicar su información que es
requerido por norma. Es importante que la población pueda conocer el estado de
los diversos servicios que ofrece el Estado para así poder realizar una participación
consciente y activa en el fomento de un mejor desarrollo de los servicios públicos.
Ante esta problemática la Dirección de Autorizaciones de Transporte Acuático del
Ministerio de Transporte y Comunicaciones tomo la decisión de salir del circulo de
instituciones que solo ofrecen una transparencia activa para pasar a ofrecer un
conocimiento útil mediante la transparencia proactiva, por lo cual, implementó su
aplicativo móvil “Empresas de Transporte Acuático” como una herramienta de
información masiva, mediante la cual se ofrece información sobre las autorizaciones
y permisos de operación en materia acuática, así como el estado de las naves,
listado de empresas autorizadas, convirtiéndose en un canal de comunicación
directa con las personas, dado que, su objetivo es dar a conocer el real estado del
transporte acuático para que tanto la población como el Gobierno puedan gestionar
acciones en beneficio de este servicio público.

Faced with this problem, the Directorate of Aquatic Transportation Authorizations of the Ministry of Transportation and Communications made the decision to leave the circle of institutions that only offer active transparency to offer useful knowledge through proactive transparency, for which it implemented its application. mobile “Aquatic Transport Companies” as a massive information tool, through which information is offered on authorizations and operating permits in aquatic matters, as well as the status of the vessels, list of authorized companies, becoming a communication channel directly with people, since its objective is to make known the real state of water transport so that both the population and the Government can manage actions for the benefit of this public service.
