Abstract
El artículo trata de la interculturalidad en los servicios de educación y salud de la administración pública. Luego de abordar teóricamente un concepto de interculturalidad, se busca demostrar la siguiente hipótesis: a pesar de la existencia de normas constitucionales y legales que reconocen y garantizan los servicios de educación bilingüe e intercultural, y salud plural o intercultural, en la práctica la administración pública y el derecho administrativo no han sido suficientes para materializar el contenido de dichas normas. Esta hipótesis es confirmada a partir de la experiencia de dos casos sobre educación y salud intercultural respectivamente en comunidades Aymaras y comunidades Kandozis y Shapras.
The article deals with interculturality in education and health services of public administration. After theoretically addressing a concept of interculturality, we seek to demonstrate the following hypothesis: despite the existence of constitutional and legal norms that recognize and guarantee bilingual and intercultural education services, and plural or intercultural health, in practice public administration and administrative law have not been sufficient to materialize the content of these rules. This hypothesis is confirmed by the experience of two cases on education and intercultural health respectively in Aymara communities and Kandozis and Shapras communities.
