Percepción y participación ambiental en la conservación de los bosques de queñua (Polylepis pallidistigma) ubicados en la provincia de Lampa-Puno

Resumen
Los bosques de queñua constituyen uno de los ecosistemas fuertemente
amenazados por diversos factores antrópicos que provocan cambios en su
estructura y diversidad ecológica. El presente trabajo de investigación se enfocó
en describir y analizar la percepción y la participación ambiental de tres
comunidades (Lamparaquen, Tacara y Ancorin Huaral). Igualmente, se abordó
cómo la población y actores institucionales influyen en la conservación de estos
bosques. El estudio se desarrolló en el departamento de Puno, provincia de
Lampa. Se trabajó con las comunidades más cercanas a los bosques de queñua.
Se efectuaron entrevistas individuales semiestructuradas y encuestas a las tres
comunidades. Asimismo, se recopiló datos e información de las instituciones
ambientales que trabajan en conjunto con las comunidades. Los resultados
mostraron que las comunidades tienen la intención de cuidar y participar frente a
la conservación de estos bosques. Sin embargo, existe poca comunicación entre
las comunidades y los actores institucionales respecto a temas ambientales, como
la conservación de los bosques de queñua. En conclusión, las tres comunidades
resaltaron la importancia de cuidar y conservar los bosques de manera integral
dentro de su ecosistema. También las comunidades tienen la intención y el interés
de participar en capacitaciones que propongan las diferentes instituciones locales
y regionales relacionados a temas de conservación de los bosques de queñua. Sin
embargo, todo el esfuerzo radica en la existencia de solicitudes de participación y
capacitación que envíen las comunidades a las instituciones. Por último, las
instituciones (SERFOR, PEBLT, GORE-PUNO) tienen la clara intención de participar en la conservación de los bosques de queñua en Lampa. En el futuro se
recomienda realizar planes estratégicos de reforestación y conservación de los
bosques de queñua en Lampa. Igualmente se sugiere realizar una mejora de la
gobernanza ambiental dirigida a identificar los posibles factores por los que no
existe el interés sólido para la conservación de los bosques de queñua.
Queñua forests constitute one of the ecosystems strongly threatened by various anthropic factors that cause changes in their structure and ecological diversity. This research work focused on describing and analyzing the perception and environmental participation of three communities (Lamparaquen, Tacara and Ancorin Huaral). Likewise, it was addressed how the population and institutional actors influence the conservation of these forests. The study was carried out in the department of Puno, province of Lampa. The results showed that the communities intend to take care of and participate in the conservation of these forests. However, there is little communication between communities and institutional actors regarding environmental issues, such as the conservation of queñua forests. In conclusion, the three communities highlighted the importance of caring for and conserving forests in an integral manner within their ecosystem. The communities also have the intention and interest to participate in trainings proposed by the different local and regional institutions related to issues of conservation of the queñua forests. However, all the effort lies in the existence of requests for participation and training that the communities send to the institutions. Finally, the institutions (SERFOR, PEBLT, GORE-PUNO) have the clear intention of participating in the conservation of queñua forests in Lampa. In the future, it is recommended to carry out strategic plans for reforestation and conservation of queñua forests in Lampa. Likewise, it is suggested to carry out an improvement of environmental governance aimed at identifying the possible factors for which there is no solid interest for the conservation of queñua forests.
