Factores que influyen en la implementación del Plan Maestro de Ciclovías Lima y Callao, en el periodo 2020 – 2021

Resumen
La presente investigación tuvo como objetivo principal identificar los factores que
influyen en la implementación del Plan Maestro de Ciclovías Lima y Callao, en el
periodo 2020 – 2021. Para este fin se empleó un enfoque cualitativo con un
diseño de investigación-acción que se centró en realizar un análisis crítico del
Plan Maestro sobre la base de las opiniones de representativos actores sociales.
Por tal razón se determinó una muestra conformada por 7 funcionarios
relacionados a la implementación del Plan Maestro y de ciclovías, así como 11
usuarios pertenecientes a organizaciones de ciclistas en el país. Para recabar la
información se realizó una entrevista a profundidad y un grupo focal. Los
principales hallazgos que tuvo este estudio indicaron que el Plan Maestro de
Ciclovías Lima y Callao presentó problemas de diseño e implementación, una
limitada participación de la ciudadanía y la empresa privada. Se estableció que
entre los principales factores que incidieron en la implementación del Plan
Maestro se cuentan la actual pandemia, que motivó una implementación
acelerada de ciclovías temporales, en menor medida se consideró la
transferencia presupuestaria, la preservación del medio ambiente y la reducción
del tráfico vehicular como otros factores que influyeron. Como conclusión se
establecieron debilidades en el planeamiento del Plan Maestro. Se hace
necesario entonces una planeación de ciclovías integradas a todo el sistema
conjunto de transporte urbano de forma sostenible, cuestión realizable bajo un
enfoque de movilidad que considere las dinámicas de desplazamientos de todos
los ciudadanos en Lima y Callao.
The main objective of this research was to identify the factors that influence the implementation of the Master Plan for Lima and Callao Cycleways, in the period 2020 - 2021. For this purpose, a qualitative approach was used with a research- action design that focused on carry out a critical analysis of the Master Plan based on the opinions of representative social actors. For this reason, a sample was determined made up of 7 officials related to the implementation of the MasterPlan and cycle paths, as well as 11 users belonging to cycling organizations in the country. To collect the information, an in-depth interview and a focus group were conducted. The main findings of this study indicated that the Master Plan for Lima and Callao Cycleways presented design and implementation problems,limited participation by citizens and private companies. It was established that themain factors that influenced the implementation of the Master Plan include the current pandemic, which led to an accelerated implementation of temporary bikelanes, to a lesser extent the budget transfer, the preservation of the environmentand the reduction of vehicular traffic. as other influencing factors. As a conclusion, weaknesses were established in the planning of the Master Plan. It is then necessary to plan bike lanes integrated into the entire joint urban transport system in a sustainable way, an issue that can be achieved under a mobility approach that considers the dynamics of displacement of all citizens in Lima and Callao.
