Resumen
La presente tesis desarrolla la iniciativa de Contrato de Servicio Turístico (CST)
de la Comunidad Campesina Unidos Venceremos, localizada en la zona de
amortiguamiento (ZA) de un área natural protegida (ANP). El objetivo general de
la investigación es conocer los factores que han contribuido y/o limitado la
implementación de la iniciativa de Contrato de Servicio Turístico de la
Comunidad Unidos Venceremos, basada en turismo y desarrollada en el Parque
Nacional Huascarán, durante los años 2012 – 2016, analizando las acciones
desarrollados para la implementación de la iniciativa, así como su gestión y la
percepción que se tiene, para proponer medidas de mejora que fortalezcan la
iniciativa y brinde recomendaciones que aporten al desarrollo de otras iniciativas.
La investigación realizada es cualitativa, basada en un estudio de caso y la
información recogida a partir de entrevistas; tiene como unidades de análisis a la
Comunidad Campesina Unidos Venceremos, la Iniciativa de CST y al Servicio
Nacional de Áreas Naturales Protegidas por el Estado (SERNANP). Nos interesa
conocer: las acciones clave desarrolladas por la Comunidad y el SERNANP en el
proceso de implementación, la percepción de los comuneros en relación a los
beneficios recibidos y como estos se ponen en práctica a favor del ANP; y las
opiniones de los comuneros y de los servidores de el SERNANP sobre su
sostenibilidad.
La investigación nos permitió conocer la potencialidad y la percepción de los
beneficios generados de la implementación de la iniciativa; así como, los factores
que han contribuido al mismo; en ese sentido, se propone para su sostenibilidad
el fortalecimiento de la iniciativa a través del desarrollo de un plan de mejora
integral.
Asimismo, la información de la investigación podrá aportar, desde el
conocimiento de la iniciativa, al desarrollo de otras iniciativas, que se ubiquen en
las ANP o en sus ZA, como una alternativa de desarrollo económico local.
This thesis develops the initiative of the Tourism Service Contract (TSC) of the Unidos Venceremos’ Community, located in the buffer zone (ZA) of a natural protected area (NPA). The general objective of the investigation is to identify the factors that have contributed, as well as limited the implementation of the Tourism Service Contract initiative, from 2012 – 2016, of the Unidos Venceremos’ Community, in the Huascaran National Park. The research analyzes the actions developed for the implementation of the initiative, as well as its management, in order to propose improvement measures that strengthen the initiative and provide recommendations that contribute to the development of other initiatives. The research carried out is qualitative, and based on one case study as well as information gathered from interviews. The units of analysis include the Unidos Venceremos’ Community, the TSC Initiative and the National Service of Natural Protected Areas by the State- SERNANP. We were interested in identifying the following: key actions developed by the Community and SERNANP during the implementation process; the perception of the community members in relation to the implementation and diffusion of benefits, as well as the opinions of the community members and SERNANP professionals in regards to the overall sustainability. The research revealed the contributing factors that led to the benefits and future potential generated from the implementation of the initiative. The development of a comprehensive improvement plan will help strengthen and ensure its ongoing sustainability. Furthermore, the knowledge gained from of the investigation may contribute to the development of other initiatives, located within the NPA or ZA, as an alternative of local economic development.
