La corrupción es un fenómeno con presencia histórica y estructural en el Perú. Un repaso por nuestra historia republicana, ad portas del bicentenario, nos revela episodios graves, sistémicos, más o menos extensos, teñidos de corrupción que supusieron para el Perú la pérdida de recursos naturales y económicos con consecuencias gravísimas sobre sus posibilidades de desarrollo y con impacto sobre la vulneración de derechos fundamentales de los peruanos y peruanas. La gravedad del fenómeno no solo se ve reflejada en sus consecuencias perjudiciales sobre los recursos del tesoro público, sino también en sus efectos devastadores sobre la vigencia y funcionamiento de un conjunto de instituciones esenciales en el sistema democrático. En múltiples ocasiones no hemos estado solo frente a la ocurrencia de actos delictivos furtivos u ocasionales de carácter individual, sino frente al accionar de verdaderas organizaciones criminales que, desde diferentes áreas o instituciones del Estado y acompañados por sectores económicos interesados, comprometieron procesos tales como la administración de justicia, la carrera judicial, la contratación de bienes, los servicios e infraestructura, las privatizaciones, las funciones de representación y control parlamentarios, la gestión municipal y regional, entre otros. Muy recientemente, la corrupción se ha manifestado con toda su crudeza, incluso durante este contexto de pandemia, especialmente vinculada con bienes para la protección de la salud de ciudadanos y ciudadanas, así como para la seguridad del personal sanitario y miembros de nuestras fuerzas policiales y militares.
