The study of a scientific journal allows knowing the process of creation and dissemination of knowledge, as well as the interests and trends of a given era. The article presents the case of the Bulletin of the National Psychopedagogical Institute that was published between 1942 and 1953, and which spread the activities of the institution, the research about Peruvian school students and the educational reality of that time. However the quality of published work, thanks to the effort of a remarkable group of researchers with European education, the Bulletin stopped appearing as a result of the deactivation of the Institute, fact that was celebrated by some educators. The article reflects on the state of scientific research in Peru whose conditions, then and now, limit the production and application of knowledge generated by the research activity

In reference to the book ―Truth and Method”. Foundations of philosophical hermeneutics” by Hans-Georg Gadamer, this article presents the proposition of ―playing‖ as a privileged model applied by the author with the purpose of clarifying the issue of interpretation. The work is divided in two parts. The first part presents the general guidelines of the author's ―Aesthetics‖, in which the notion of ―playing” is set and framed, and shows how it aims to suppress subjectivity of the aesthetic conscience. The second part demonstrates how such notion of ―playing‖ can be extrapolated from the general characterization that Gadamer applies to all interpretative experience thus assuming the essential role in both, tradition and language

Los rotarios y la erradicación de la polio en el Perú

This paper analyzes the process of the erradication of polio desease in Perú during the period of 1985-1991 following an initiative of the Pan American Health Organization (PAHO) which was financed by the Rotary Club International. Accordingly, this paper shows the problems this organization had to face during those years due to inefficient government apparatus as well as the presence of an internal armed conflict across the country. This situation did not frighten away the Rotarians, who not only aided financially, but also volunteered and personally helped with the "sweep" (mass vaccination) in both, urban and rural areas of Peru.
