Fondo Editorial, 2017-11-22) Meza-Cuadra, GustavoPeace The UN, despite spread criticism about its efficacy and the revision of US multilateral engagements, is renewing itself through two new ambitious and action oriented frameworks: the 2030 Agenda, which commits countries to transform the world by achieving the Sustainable Development Goals (SDGs), and the complementary approach to the overarching goal of sustaining peace emphasized by the new Secretary General, António Guterres, in order to address the root causes of conflicts and favour preventive diplomacy. Peru, building on its traditional commitment to multilateralism, has played an important role in setting up both frameworks and is committed to their implementation. On the one hand, by aligning its national developmental policies and strategies with the SDGs. Two of them are the subject of this analysis. On the one hand, European regionalism is experiencing a crisis of legitimacy due to its technocratic character, the predominance of the neoliberal paradigm in its policies and the lack of a properly European identity among the population. Scholars turned their attention to the role of “economic diplomacy” as an important mean of foreign policy in fostering economic development and expansion. The case of the franco-peruvian economic diplomacy allows analyzing different structures and strategies which were directed towards a bilateral rapprochement. This paper studies the actors, functions and the institutional framework of the foreign economic policy of France and Peru between 1945 and 1975. In a comparative perspective, it is thereby possible to identify, a part of structural similarities, two clearly contrasting strategies in their economic diplomacy. On the one hand, France invested in the extending and specializing of their diplomatic staff in order to implement an active economic diplomacy. On the other hand, due to political and financial reasons, Peru often remained in a more passive role in the search for foreign investments.Ítem Texto completo enlazado Futuro del TPP ante el retiro de EE.UU.(Pontificia Universidad Católica del Perú. Fondo Editorial, 2017-11-22) Posada, CarlosThe purpose of this article is to analyze the background of the negotiation and signing of an ambitious Multilateral Trade Agreement – TPP, whose purpose was to establish a commercial zone between Southeast Asian countries and countries of the Americas, which together represent approximately 40% of the world economy with a population of around 800 million people. This effort, which began with the negotiation of P4, was later expanded with the inclusion of the United States of America and other countries that joined the process. Among the issues covered by this Agreement, there are some that cause rejection by some sectors, due to the implications for their economy. However, because of the position declared by the current President of the United States, Donald Trump, this process to reach a comprehensive and ambitious Agreement has stopped, and after that, several members have also expressed their intention to withdraw the process too. First, it establishes the relationship between conflict and foreign policy during the governments of Andrés Pastrana (1998-2002) and Álvaro Uribe (2002-2010), and explains the turn that occurred with the arrival of Juan Manuel Santos to the presidency (2010- present), the peace talks with the Revolutionary Armed Forces of Colombia (FARC). Second, it analyzes the global scenarios in which Colombia wants to deploy a more active, propositive and autonomous new international image in a post-conflict context. Third, it identifies the extra-regional powers that are, or can be, strategic partners in the implementation of the peace agreements and the new international projection of the Colombian state. Fourth, it postulates which countries and regional institutions are fundamental for addressing some of the more complex post-conflict challenges. Fifth, it formulates Colombia’s main domestic challenges in the implementation of the agreements, both for the construction of a stable and lasting peace, and for the enhancement of its international projection.Ítem Texto completo enlazado Áreas marinas protegidas en la alta mar: perspectivas y desafíos en el contexto del derecho internacional(Pontificia Universidad Católica del Perú. To that end, the author analyzes the importance of marine conservation in the global management of ocean resources, explores the recent developments related to the designation of marine protected areas in the high seas within the framework of the current international legal order and gives his views on the growing trend of establishing the aforesaid protected areas. Likewise, the paper briefly reviews the main international instruments and processes related to the conservation and sustainable use of marine biodiversity beyond areas of national jurisdiction.
