Plan estratégico para los operadores logísticos del Perú

Abstract

La presente investigación aplicada presenta el plan estratégico para los operadores logísticos del Perú en el período 2016 - 2021, el cual responde a la aspiración de convertir la tercerización logística en una alternativa de uso extendido en las industrias del medio y a colaborar en convertir al país en la mejor opción competitiva logística de la región Sudamérica Pacífico. En un contexto en el cual el país viene experimentando una disminución en el crecimiento económico, se requiere que los sectores público y privado mejoren su eficiencia y competitividad para garantizar el bienestar en el mediano y largo plazo, retornando a niveles saludables de crecimiento que puedan ser mantenidos de manera sostenible. Lograr tal cometido requerirá importantes esfuerzos del Estado, pero los operadores logísticos tienen mucho que aportar desde el sector privado, con acciones dentro de su alcance directo. A pesar de existir la necesidad de una acción coordinada público-privada para tan importantes objetivos, el presente plan busca definir estrategias y acciones ejecutables bajo un enfoque colaborativo de los propios operadores logísticos. Bajo las circunstancias expresadas, el presente plan ha mostrado cómo es que, partiendo de una visión, los operadores logísticos pueden hacer frente a los desafíos existentes tanto a nivel interno (considerando los fortalezas y debilidades) como externo (considerando las oportunidades y amenazas), para en base a ello definir su futuro a través de estrategias, objetivos, y recursos propios

This applied research presents the strategic plan for logistics operators in Peru for the period 2016 - 2021, which responds to the aspiration of developing logistics outsourcing as a widely used alternative for the industries of our country, contributing at the same time, to convert Peru in the best logistics competitive option in our region. This in a context in which the country has been experiencing a decline in economic growth that force the public and private sector to improve efficiency and competitiveness to ensure the welfare in the medium and long term, returning to healthy levels of growth. Achieving that task will require significant efforts by the State, but the logistics operators have much to contribute from the private sector, with actions under their control. Even though public-private coordinated actions are required to reach these important objectives, this plan seeks to define strategies and actions executable under a collaborative approach from logistics operators themselves. Under the stated circumstances, this plan has shown how, starting from a vision, logistics operators can address existing challenges at the internal (considering the strengths and weaknesses) and external (considering the opportunities and threats) level so they can define their future through the definition of objectives, strategies, and the use of their own resources
