Abstract
El presente informe expone la experiencia profesional en la Oficina de Medición
de la Calidad de los Aprendizajes (UMC) del Ministerio de Educación con la finalidad
de dar un aporte inicial a la comprensión del funcionamiento del Estado no solo desde
una perspectiva legal o administrativa, sino antropológica. Actualmente, los ejercicios
de opinión acerca del funcionamiento del Estado suelen quedarse en la comprensión
y tipificación normativa de sus funciones institucionales. Se presume así, que, para
comprender el Estado y su funcionamiento, basta comprender y conocer la normativa
que tipifica su acción. En el informe veremos cómo el funcionamiento del Estado es
mucho más complejo que el solo conjunto de normas y documentos administrativos.
Emplearemos un marco teórico que sustentará que la concepción del Estado debe
descartar visiones monolíticas, fijas y homogéneas; en favor de una concepción del
Estado dinámica, constituida por las relaciones que se generan entre sus instituciones
y los ciudadanos, sus auto representaciones, y, a su vez, influenciada por la cultura
general de la sociedad y la cultura particular de las organizaciones que lo componen.
Luego, veremos ejemplos que ilustran estos postulados. Los ejemplos vendrán de la
experiencia profesional en la UMC. En esta oficina, encargada de la implementación
de diversas evaluaciones de logros de aprendizaje a estudiantes a nivel nacional, se
trabajó y se interactuó de manera directa en diversas instancias de implementación
de Operativos de campo involucrando a dos instituciones estatales.
This report presents and describes the job experience at the Office for the Measurement of Learning Quality (UMC) of the Ministry of Education. The purpose of this report is to provide an initial approximation to the comprehension of the State functioning, not only from a legal or administrative perspective, but from an anthropological one. Currently, the more mainstream op-eds and articles regarding the functioning of the State usually do not go beyond a legal understanding and determination of its functions. It is therefore, assumed that, in order to understand the State and how it works, it is enough to understand and know the norms that typify its actions. In this report we will see how the functioning of the State is much more complex than just the concatenation of its norms and administrative documentation. We will employ a theoretical framework that postulates that the definition of the State should discard homogenous, fixed and monolithic points of view in favor of a more dynamic representation, which is constructed by the relations that take place among its organizations and citizens, the State’s self-representations, and, society’s general culture and the diverse cultures inside the State’s own organizations. After this, we will provide examples that illustrate these notions. These examples will be taken from the job experience at UMC, which oversees the implementation of several standardized student assessments nation-wide. During this job experience, it was possible to work and directly interact in several instances of the implementation and field operations between two state organizations.
