Resumen
Desarrollar el Plan Estratégico de una organización es un proceso muy importante y
permite incrementar la probabilidad de alcanzar la visión trazada. Cuando la organización a
analizar es un país, como en este caso el Perú, la importancia de contar con un plan
estratégico es mayor y la complejidad se incrementa, dado que implica un involucramiento y
análisis de gran variedad de información que permita tener un adecuado panorama interno y
externo, así como el panorama comparativo y referente, respecto a otros países de la región y
del mundo, respectivamente.
Tres referentes importantes que han sido tomados como base para el análisis del
presente Plan Estratégico son: el Plan Estratégico de Desarrollo Nacional, el Ranking de
Competitividad Mundial del IMD y el Plan de incorporación del Perú a la OCDE. Con esta
base y la información recabada, se propone los ejes de acción para que al 2030 el Perú sea un
país líder en competitividad en Latinoamérica, superando a países que hoy ostentan mejores
posiciones, como Chile, México y Colombia. Esta ambiciosa meta deberá estar cimentada en
la institucionalidad del país que genere confianza a los diferentes actores económicos, e
impulse principalmente a generar una industria diversificada y de valor agregado, para lo cual
se requiere cerrar la enorme brecha en infraestructura productiva, social y turística.
Además, para alcanzar la visión se han definido objetivos que se enfocan hacia
mejorar la calidad de vida de la población, que a su vez es el motor que mueve a las
industrias. Para ello, es necesario implementar reformas que permitan avances importantes en
educación, salud y desarrollo de capacidades tecnológicas e innovación; temas en los cuales a
la fecha se tienen grandes brechas.
Finalmente, para que estos esfuerzos rindan fruto, se requiere bases sólidas por lo que
debe trabajarse en la lucha contra la corrupción y la inseguridad ciudadana, que amenazan el
progreso del país
Developing the Strategic Plan of an organization is a very important process that allows to increase the probability of reaching the outlined vision. When the organization in analysis is a country, as in this case Peru, the importance of having a strategic plan is greater and the complexity increased, since it implies an involvement and study of a great variety of information that allows to have a complete internal and external panorama, including comparative and referential countries of the region and the world, respectively. Three important references that have been taken as a basis for the analysis of this Strategic Plan are: The Strategic Plan for National Development, the IMD World Competitiveness Ranking and the Peru Country Programme to join the OECD. With this base and the information gathered, the lines of action are proposed in order to achive the vision, which means that by 2030 Peru will be a leading country in competitiveness in Latin America, surpassing countries that now hold better positions, such as Chile, Mexico and Colombia. This ambitious goal must be grounded in the country's institutionality that generates confidence among the different economic actors, and drives mainly to generate a diversified and value-added industry, which requires closing the huge gap in productive, social and tourism infrastructure. In addition, to achieve the vision, the objectives that have been defined focus on improving population’s life quality, which is the engine for the industries. In this way, it is necessary to implement reforms that allow important advances in education, health and development of technological capabilities and innovation; issues in which, at the moment, the country have large gaps. Finally, in order to maximize these efforts, solid foundations are required and efforts must be made to fight against corruption and public insecurity, which threaten the country's progress
