Resumen
La tesis aborda la investigación de la viabilidad económica y social de un emprendimiento de
carácter sostenible en las ciudades de Lima y Callao en Perú. Con ello se busca demostrar la
factibilidad de operación en el país de ReActiva, una plataforma digital para la compra y
venta de residuos aprovechables de origen industrial. En primera instancia se revisaron: (a) el
sistema de gestión de residuos sólidos industriales en la ciudad de Lima, (b) la normativa
vigente para este y (c) el mercado actual para los residuos indicados.
Esta propuesta busca impulsar la economía circular en el sector industrial peruano, al
existir actualmente distintos factores que ralentizan el mercado de residuos sólidos como lo
son: el traslado, la informalidad y la desconfianza presente en este entorno, específicamente,
en la recuperación de materiales.
El presente estudio, que se desarrolla con alcance cualitativo y no experimental,
pretende evidenciar que un marketplace garantiza la formalidad de la utilización de los
materiales recuperables y; que la cantidad de estos y la seguridad de las transacciones
permiten que las empresas establezcan una dinámica de economía circular, pudiendo
impactar en el logro de las metas asociadas con los objetivos de desarrollo sostenible (ODS)
12 y 13.
La tesis también se soporta en: (a) la investigación de mercado y las proyecciones de
participación de acuerdo con los volúmenes de residuos reportados por el Instituto Nacional
de Estadística e Informática (INEI) y el Ministerio del Ambiente (MINAM), (b) la
problemática identificada por la Defensoría del Pueblo (DP) y (c) otros estudios
independientes. Como conclusión de la investigación, se revela la inexistencia en Perú de
empresas dedicadas a proveer soluciones enfocadas en asegurar la confiabilidad de las
transacciones relacionadas a la gestión de los residuos sólidos. Las empresas que actualmente operan en el mercado solo proveen servicios de recolección transporte, tratamiento, reciclaje
y/o disposición final.
The thesis addresses the investigation of the economic and social viability of a sustainable enterprise in the cities of Lima and Callao in Peru. It seeks to demonstrate the feasibility of operation in the country of ReActiva, a digital platform for the purchase and sale of usable waste of industrial origin. First, we reviewed: (a) the industrial solid waste management system in the city of Lima, (b) the regulations in force for this system, and (c) the current market for the waste in question. This proposal seeks to promote the circular economy in the Peruvian industrial sector, as there are currently several factors that slow down the solid waste market, such as: relocation, informality and the lack of trust in this environment, specifically in the recovery of materials. This study, which is qualitative-quantitative, correlational, and non-experimental in scope, aims to demonstrate that a marketplace guarantees the formality of the use of recoverable resources and that the quantity of these, and the security of transactions will allow companies to establish a circular economy dynamic, which could have an impact on the achievement of the goals associated with the 12th and 13th Sustainable Development Goals. The thesis is also supported by: (a) market research and participation projections according to waste volumes reported by the National Institute of Statistics and Informatics (INEI) and the Ministry of Environment (MINAM), (b) the problems identified by the Ombudsman's Office (DP) and (c) other independent studies. As a conclusion of the research, it is revealed that there are no companies in Peru dedicated to providing solutions focused on ensuring the reliability of transactions related to solid waste management. The companies currently operating in the market only provide collection, transportation, treatment, recycling and/or final disposal services.
