Abstract
El presente proyecto de innovación pone en relieve el problema público al que
se encuentra expuesto el funcionario del sector Interior durante el proceso de
toma de decisiones dentro de un contexto de alta incertidumbre y sobre cuyo
escenario deberá desenvolverse para adoptar la mejor decisión para el diseño
de políticas públicas o en el planeamiento operativo en materia de patrullaje
policial. En ese sentido, el objetivo de la propuesta de innovación presentada es
la de entregar una herramienta basada en las TIC’s a fin de reducir el sesgo de
información en materia de talento humano asignado al patrullaje policial que
permita obtener indicadores de alta confiabilidad que sirva para la formulación
de políticas públicas para la optimización del producto Patrullaje por Sector del
programa presupuestal 030 relacionada a la reducción de delitos y faltas. El
proyecto de innovación se desarrolla dentro del alcance de una investigación
cualitativa, utilizándose la técnica de rastreo de procesos para conocer las
dificultades que los tomadores de decisiones del sector Interior afrontaron
durante la formulación de una política pública, información que fue recabada
mediante entrevistas semiestructuradas. La investigación permitió identificar las
principales necesidades de los tomadores de decisiones respecto a sus
requerimientos de información así como las limitaciones de aquellos que
administran data en materia de patrullaje policial.
The innovation project presented highlights the public problem to which the government employee of the Interior sector is exposed during the decisionmaking process within a context of high uncertainty and on whose scenario he must develop to adopt the best decision for the design of public policies or operational planning regarding police patrol. Therefore, the objective of the innovative idea presented is to deliver a tool based on ICTs in order to reduce the information bias in police patrols that allows obtaining highly reliable indicators that serve for the formulation of public policies for the optimization of the public service called “Patrolling by sector” of the 030 budget program related to the reduction of crimes and misdemeanors. The innovation project is developed within the scope of a qualitative research, using the process tracking technique to learn about the difficulties that decision makers in the Interior sector faced during the formulation of a public policy, information that was collected through semi-structured interviews. The research made it possible to identify the main needs of decision makers regarding their information requirements as well as the limitations of those who manage data in terms of police patrol.
