Resumen
Este documento presenta el Plan Estratégico diseñado para el departamento de
Antioquia basado en la metodología del profesor Fernando D´Alessio, el cual se inicia con un
análisis del entorno del departamento Antioquia y de las diferentes fuerzas que pueden
afectar las decisiones estratégicas y por tanto el logro de los objetivos trazados en el período
comprendido entre los años 2018 y 2027. Para poder tener un diagnóstico del departamento
en este trabajo se parte de la situación actual del mismo, lo cual junto con su análisis interno
y externo permite hacer un mapeo de las fortalezas, oportunidades, debilidades y amenazas
con las que cuenta el departamento, de forma que se pueda definir las estrategias que van a
conducir a Antioquia a su visión deseada por medio del aprovechamiento de las fortalezas
existentes, tomando ventaja de las oportunidades identificadas en el entorno, actuando frente
a las debilidades y buscando medios que permitan mitigar los efectos de amenazas externas.
Partiendo del análisis FODA de la entidad se ha trabajado en la definición de los
objetivos a largo plazo y estos a su vez se han desagregado en hitos u objetivos a corto plazo,
los cuales se acompañan de estrategias y planes de acción requeridos para el logro de estos.
Las estrategias se han filtrado de acuerdo con su significancia y la congruencia respecto a los
valores y al código de ética de la entidad, dando como resultado la necesidad de ajustes
internos de la Gobernación con el fin de implementar el Plan Estratégico.
Por otra parte, para el desarrollo de los objetivos del Departamento de Antioquia, se
definieron tres industrias, la del oro, la del banano y la de la construcción; que como
resultado del análisis son relevantes para la consecución de los objetivos planteados y sobre
las cuales se direccionarán los esfuerzos estratégicos de la Gobernación.
This document presents Strategic Plan designed for Antioquia Department based on methodology of Professor Fernando D'Alessio, which begins with an analysis of the environment of Antioquia Department and different forces that can affect strategic decisions and therefore achievement of objectives that were set in the period between 2018 and 2027. To be able to have a diagnosis of the Department on this work, we have started with current situation of it, which together with its internal and external analysis allows us to map strengths, opportunities, weaknesses and threats that has the Department, so those strategies that will lead Antioquia to its desired vision can be defined by leverage of existing strengths, taking advantage of opportunities identified in the environment, acting against weaknesses and looking for ways to mitigate the effects of external threats. Based on the SWOT analysis of the entity, work has been done on the definition of long-term objectives and these have been disaggregated into milestones or short-term objectives, which are accompanied by strategies and action plans required to achieve the objectives. Strategies have been filtered according to their significance and congruence related with values and code of ethics of the Department, resulting in the need for internal adjustments of the Governance in order to implement the Strategic Plan. On the other hand, three industries were defined for development of objectives of Antioquia Department: Gold Industry, Banana Industry and Construction Industry which are relevant for objectives achievement and about which strategic efforts of the Government will be directed.
