Resumen
El presente estudio tiene por objetivo calcular el Índice de Progreso Social [IPS] para
el distrito de San Miguel y para las cuatro zonas en que ha sido dividido por la Municipalidad
Distrital de San Miguel. Para ello, se realizó una investigación no experimental de alcance
descriptivo, con enfoque cuantitativo y con un proceso de análisis transversal. Esta
investigación tiene una importancia especial al ser la primera vez que se mide el IPS en el
distrito de San Miguel, además de ser uno de los primeros distritos del Perú en donde se
calcula.
Para la recolección de datos, se utilizaron fuentes primarias y secundarias. Como
fuente primaria se utilizaron los resultados de una encuesta de 58 preguntas que brindaron
información sobre los 12 componentes del IPS. Esta encuesta fue aplicada a una muestra
representativa de 400 hogares, distribuidos en forma equitativa en las cuatro zonas definidas
por la municipalidad. Como fuente secundaria se utilizó la información de distintas bases de
datos y portales que pertenecen a organizaciones debidamente acreditadas.
Para el cálculo del IPS se siguieron los pasos planteados por el modelo del Social
Progress Imperative, que en resumen consistió en: (a) identificar los conceptos a medir, (b)
identificar y seleccionar los indicadores y sus fuentes de datos, (c) consolidar la base de datos
de indicadores, (d) definir las utopías y distopías para los indicadores, (e) realizar el análisis
estadístico y de consistencia interna de los indicadores, (f) calcular el índice beta; y (g)
ajustar el Índice de Progreso Social de acuerdo con el análisis de sensibilidad, benchmark y
análisis de expertos.
Para la clasificación de los resultados se ha tomado la escala definida por el Índice de
Progreso Social, que va de cero a 100 puntos. El resultado del presente estudio muestra que el
IPS del distrito de San Miguel tiene un puntaje de 71.23 que indica que tiene un nivel de
progreso social Medio Alto. Este resultado se construye con el promedio del puntaje de las
tres dimensiones: (a) necesidades humanas básicas con un resultado de 85.70, (b)
oportunidades con un resultado de 67.65; y (c) fundamentos del bienestar con un resultado de
60.60. Lo anterior muestra un puntaje Muy Alto en la dimensión de necesidades humanas
básicas y puntajes considerablemente menores en las otras dos dimensiones. En relación a los
resultados por zona, la Zona 1 ha obtenido el mayor puntaje del distrito con 75.24 puntos, la
Zona 2 obtuvo 74.51 puntos; Zona 3 obtuvo 70.42 puntos y finalmente la Zona 4 obtuvo
66.17. Lo anterior revela importantes diferencias en el nivel de progreso social entre la Zona
4 versus el resultado de las tres primeras zonas
The main goal of this study is to calculate the Social Progress Index (SPI) for the San Miguel district and for its four zones in which it has been divided by the District’s Municipality. To do this, a non-experimental investigation with a descriptive scope with a quantitative approach and a transversal analysis process has been carried out. This investigation has a special importance since it is the first time that SPI is measured in the district of San Miguel, besides being one of the first Perú’s districts where it is calculated. For data collection, primary and secondary data sources were used. The results of a survey of 58 questions that provided information on the 12 components of the IPS were used as the primary data source. This survey was applied to a representative sample of 400 households, distributed equally in the four zones. As a secondary data source, information from different databases belonging to accredited organizations was used For the SPI calculation, the steps proposed by the Social Progress Imperative model were followed, which in summary consisted of: (a) identifying the concepts to be measured, (b) identifying and selecting the indicators and their data sources, (c) consolidate the indicators database, (d) define the utopias and dystopias for the indicators, (e) perform the statistical analysis and internal consistency analysis for the indicators, (f) calculate the beta index; and (g) adjust the Social Progress Index according to the sensitivity analysis, benchmark and expert analysis. For the classification of the results, the scale defined by the Social Progress Index has been used, which goes from zero to 100 points. The result of the present study shows that the SPI for the district of San Miguel has a score of 71.23 that indicates that it has a level of social progress Medium High. This result is constructed with the average of the score of the three dimensions: (a) basic human needs with a result of 85.70, (b) opportunity with a result of 67.65; and (c) foundations of wellbeing with a result of 60.60. The above shows a Very High score in the dimension of basic human needs and considerably lower scores in the other two dimensions. In relation to the results by zone, Zone 1 obtained the highest score of the district with 75.24 points, Zone 2 obtained 74.51 points; Zone 3 obtained 70.42 points and finally Zone 4 obtained 66.17. The above outcomes reveal important differences in the social progress levels between Zone 4 versus the result of the other three zones.
