Abstract
El Programa Regional de Titulación de Tierras (PRETT) es un programa especial creado por
el Gobierno Regional de Ica mediante la Ordenanza Regional N°0003-2015-GORE-ICA,
cuyas funciones son la formalización y titulación de predios rústicos y la adjudicación de
terrenos eriazos del Estado y comunidades campesinas en la región. Por otro lado, la presente
consultoría pretende identificar las razones por las que el PRETT no llega a cumplir las metas
anuales definidas por la entidad rectora que es el Ministerio de Desarrollo Agrario y Riego
(MINAGRI) así como proponer alternativas de solución para que estas metas se cumplan. En
ese sentido, se identificó que el problema es un subproceso llamado levantamiento catastral,
el cual toma significativamente más tiempo que los demás subprocesos dentro del
procedimiento de titulación y formalización, perjudicando a los usuarios (i.e., campesinos y
agricultores) al tener que esperar innecesariamente muchos más días para completar sus
trámites. Este subproceso considera que las inspecciones de campo se realicen de forma
manual utilizando un GPS submétrico, presentándose dificultades u obstáculos diversos (e.g.,
suelos, ríos, árboles, etc.) para acceder a los predios y registrar sus coordenadas. Como
consecuencia, se procesan menor cantidad de predios que espera el MINAGRI; es decir, no se
cumple la meta. Para contrarrestar esta situación, se propusieron cuatro alternativas de
solución, siendo la propuesta de utilizar drones catastrales la que mayor beneficio genera.
Finalmente, para la ejecución del subproceso de levantamiento catastral de un predio
empleando la tecnología GPS submétrico, se necesitan 286 horas, mientras que, con la
solución con drones catastrales solamente se requieren 189 horas, con lo cual se consigue una
reducción significativa de 97 horas (33.9%).
Programa Regional de Titulacion de Tierras (PRETT) is a special program created by Gobierno Regional de Ica through Ordenanza Regional No. 0003-2015-GORE-ICA, whose functions are the formalization and titling of rustic properties and the adjudication of land efforts by the State and peasant communities in the region. On the other hand, this consultancy aims to identify the reasons why the PRETT does not meet the annual goals defined by the governing entity Ministerio de Desarrollo Agrario y Riego (MINAGRI), as well as to propose alternative solutions so that these goals are met. In this sense, it was identified that the problem is a sub-process called cadastral survey, which takes significantly more time than other sub-processes within the titling and formalization procedure, affecting users (i.e., peasants and farmers) because they must wait unnecessarily many days to complete their paperwork. This sub-process considers that field inspections are carried out manually using a submeter GPS, presenting difficulties or various obstacles (e.g., soils, rivers, trees, etc.) to access the properties and record their coordinates. Therefore, fewer properties are processed than expected by MINAGRI; that is, the goal is not met. To counteract this situation, four alternative solutions were proposed. Using cadastral drones is the proposal that generates the greatest benefit. Finally, executing the sub-process of cadastral survey of a property using submetric GPS technology takes 286 hours, while cadastral drones solution only takes 189 hours. It means a reduction of 97 hours (33.9%).
