Resumen
En un inicio, en las investigaciones para obtener indicadores que permitieran
conocer el progreso de una nación, se hacía uso de métodos como el diseño de Kuznets,
el cual, medía el Producto Bruto Interno. Al transcurrir el tiempo, comprendieron que era
limitado al aspecto económico; posteriormente, las Naciones Unidas propuso otros
indicadores, como el Índice de Desarrollo Humano, que analiza ocho variables: salud,
acceso al conocimiento, derechos humanos, seguridad humana, nivel de vida decente, no
discriminación, dignidad y libre determinación.
En la actualidad, el Social Progress Imperative ha logrado desarrollar una
metodología que permite obtener indicadores que son más analíticos y que no solo se
fundamentan en los aspectos económicos de una nación, sino que hace uso de un modelo
holístico y riguroso que se basa en tres dimensiones: necesidades básicas humanas,
fundamentos de bienestar y oportunidades, las que, a su vez, emplean cuatro componentes
cada una, y sus respectivos cincuenta y dos indicadores.
CENTRUM PUCP está asociado a Social Progress Imperative y a la Fundación
Avina, y viene desarrollando investigaciones de Índices de Progreso Social de las
regiones, provincias y distritos. La presente investigación se suma al esfuerzo de
CENTRUM PUCP, aportando el Índice de Progreso Social del distrito de Castilla, el cual
se encuentra en un nivel medio bajo con un valor de 56.39; cabe resaltar que, de las tres
zonas en que se dividió geográficamente la investigación, una de ellas alcanzó valores
por encima del promedio de todas las zonas, además se encuentra por encima del valor
del Índice de Progreso Social del departamento de Piura. En cuanto a los resultados de
las dimensiones, podemos decir que las necesidades humanas básicas presentan el mejor
valor y, por el contrario, el valor más bajo se presentó en la dimensión de los fundamentos
de bienestar.
Initially, in the investigations to obtain indicators that allowed to know the progress of a nation, methods such as the Kuznets desing, which measured the Gross Domestic Product, were used. As time passed, they understood that it was limited to the economic aspect; subsequently, the United Nations proposed other indicators such as the Human Development Index, which analyzes eight variables: health, access to knowledge, human rights, human security, a decent standard of living, non-discrimination, dignity and self-determination. Currently, the Social Progress Imperative has managed to develop a methodology that allows obtaining indicators that are more analytical and that are not based on the economic aspects of a nation. It makes use of a holistic and rigorous model that is based on three dimensions: basic human, foundations of well being and opportunities, which, in turn, employ four components each, and fifty two indicators. CENTRUM PUCP is associated with the Social Progress Imperative and the Avina Foundation, and has been developing research on Social Progress Indices of the regions, provinces and districts. This research is added to the effort of CENTRUM PUCP, contributing the Social Progress Index of the district of Castilla, which is at a low average level with a value of 56.39; it should be noted that, of the three areas in which it was geographically divided the investigation, one of them reached values above the average of all the zones, in addition it is above the value of the Index of Social Progress of the department of Piura. Regarding the results of the dimensions, we can say that the basic human needs present the best value and, on the contrary, the lowest value was presented in the dimension of the foundations of well being.
